1st April 2021 – Date: Serving Concern Worldwide – Ireland as Flood Resilience Coordinator (FRC), a Zurich Flood Resilience Alliance (ZFRA) Project based in Northern Bahr-El Ghazal (NBeG) State Field Office, South Sudan.

DUTIES AND RESPONSIBILITIES

• Flood Resilience Coordinator will coordinate and provide technical oversight in implementation and delivery of the Flood Resilience project. He/She is expected to identify and oversee research, learning opportunities, and national advocacy strategies related to flood resilience.
• He will be a strong facilitator, researcher and technical expert in resilience, and will provide field teams the full range of programmatic and technical support required to deliver strong knowledge and research products in support of the Zurich Alliance flood resilience agenda. These include but not limited to baseline survey, post-flood monitoring, post-event assessments and return on investment analysis.
• Under the guidance of the Food Security and Livelihoods Program Coordinator, he will work with designated program teams to develop; influence and share value strategies at county, state and national levels, and provide field teams with overall guidance towards their implementation.
• He will work closely with DRR Advisor based in Head Quarter and will go through an intensive training on Flood Resilience Measurement of Communities (FRMC) tools and techniques. In return, she/he will build the technical capacity of field-based teams in resilience research throughout the process
• The post holder will be in-charge of all planning, implementation and quality assurance of the flood resilience project in the following ways by developing and organizing activities to secure resources for programs and convince stakeholders to provide support.
• Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development, recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
• Oversee program startup and ongoing program management and administration of teams across various field locations as well as ensuring that program implementation is responsive to communities and partners and consistent with Mercy Corps' relevant program guidelines, principles, values, quality standards and strategic plan.
• Support Advocacy Officer and Community Development Facilitators to deliver community and state level mandates of the project.
• Provide technical contribution on all calls for proposals involving Flood Resilience as well contributing to project review as required.
• With the support of logistics coordinator and systems director, develop Terms of Reference necessary for engagement of consultants and or consultancies needed for flood resilience interventions.
• Contribute to development and update of Programme's plans and strategies and facilitates information sharing and coordination of activities amongst beneficiary country and partner institutions
• Facilitate regular coordination meetings with partner program teams to review and reflect on progress towards the Theory of Change, and re-assess plans where necessary while ensuring compliance with Concern and Donor financial and procurement rules and regulations.
• Provide timely, accurate, and quality reports and inputs as envisaged by the Programme Documents and provide timely, accurate, and quality inputs needed for monitoring of Programme's performance, outputs and benefit as requested by the Programme Managers and Programme Coordinators
• In coordination with field teams, develop and oversee the delivery of a strong research in flood resilience in as per the Zurich Foundation strategies on flood resilience at national, regional and global influence strategies.
• Provide technical mentorship and support to ensure delivery of high quality research products. This includes development and/or comprehensive review of concepts notes and scopes of work, technical review of methodologies and strategies, and strong input into the draft of final products.
