I’m an expert in tax law and fiscal inspection matters, drafting final resolutions, analyzing, and reviewing the complete inspection procedure as well as the correction on the application of the legal and accountancy regulations in highly complex cases. Trained to identify several forms of tax evasion, fraud and avoidance, and to apply legal provisions on them.

I also became an expert trainer in fiscal matters, since I used to design and implement capacity building processes in the field. The key lesson learned is how to get a message through in the simplest way, a useful approach for all kinds of publics to raise awareness about the benefits of compliance and change the perspective of the people about taxes.

I’m a project developer and manager, with institutional and personal experiences.

I developed a project to implement Fiscal Education in Costa Rica aligned with the National Development Plan and the Ministry of Finance’s Strategic Plan, as well as a personal business project called “TributandoAndo” (www.tributandoando.com).

In the first one, I had the responsibility to coordinate with different actors: Ministries of Government, Fiscal Education´s areas in other countries (Argentina and El Salvador), an international organization (EUROsociAL Fiscalidad) and private foundations (Museo de los Niños - Costa Rica). A particularly hard task was to get authorities on board of both relevant ministries (Finance and Education) and obtain the investment required.

I created and managed a team for the effort, and we all grew together believing in the benefits that the country will have widened the comprehension of the social impact of taxes. We developed the ability to convince and transform perspectives of people on such difficult subjects. I coordinated the design and the construction of a playroom in the Children’s Museum of Costa Rica, supported by AFIP from Argentina, EUROsociAL Fiscalidad, museum officials and the contractors. Also, I coordinated with the budget authorities to obtain the counterpart economic resources in the international cooperation program.

Finally, I drafted the decree to declare Fiscal Education as a matter of public interest, and conducted the negotiation between the Ministry of Finance and Ministry of Public Education to enact it. This achievement led to the inclusion of the subject in the national education curricula in 2014.

Currently, I’m developing a personal business project called “TributandoAndo” (www.tributandoando.com), its goal is to promote taxpayers’ compliance with tax regulations for a profitable and long term business. The essence of my business model is the training method: Making the learning simple, understandable and, as far as possible, without unnecessary technicalities. It required me to profile clients, convey market analysis and apply marketing techniques (sales, publicity, sponsoring) as well as digital design for effectiveness. I learned to use social media for effective communication, and the ability to design digital materials.
