Key qualifications:

11 years of professional experience in the field of development and humanitarian aid, international conflict prevention, peacebuilding and peacekeeping operations, security and defence, migration, forced displacement, justice, rule of law, social protection, disaster risk reduction and resilience.

Evaluation coordination and management since 2011 (strategic and project/programme evaluations). Since 2019 an advisor to the European Commission (DG NEAR) and to Foreign Policy Instrument to build the capacities of the EC staff in design and management of evaluations and FPI staff in M&E. Capacity building, coaching, technical assistance, training on evaluations and M&E to EC staff and implementing partners.

10 years of experience in complex and strategic evaluations at country-level (e.g. Georgia, Ivory Coast, Democratic Republic of Congo), worldwide thematic evaluations (e.g. Conflict prevention, Peacebuilding, Security, Gender, Forced Displacement, Social Protection, Disaster Risk reduction/Climate Change), funds (e.g. UN Peacebuilding Fund), in addition to project / programme evaluations.

Senior expert providing the following services: appraisals, reviews, strategic assessments; Development of systems / frameworks for Monitoring and Evaluation; Support for designing Logframes, performance measurement.

Data collection methods (qualitative and quantitative), including design of online surveys and quantitative analysis of surveys; qualitative content analysis. Experience in development of evaluation approaches (including evaluation questions, judgement criteria and indicators) and theory of change. Gender mainstream and conflict sensitivity in design, data collection and analysis. Development of M&E and evaluation guidelines, methodologies and templates.

Extensive experience in conflict-, crisis- affected/or fragile states. Experience of working with the defence and security forces in Europe and Africa.
