The Story

Spirited developer since the 8-bit world, with a passion for design and development of software. Ten years of amateur interest topped by over 15 years of professional experience on full life cycle of software development. High proficient in Java, .NET, internetworking, DBMS, n-tier architecture (where somehow n is always 3) and wide array of Web technologies and platforms.

Although these days I immensely enjoy AngularJS development with C# back end, years in the business made me fluent in many languages including Java, C#, Managed C++, VB, Pascal, and a wide array of web technologies ranging from TypeScript, AngularJS, ASP.NET, PHP, XML Web Services and tons of frameworks, down to notepad++ driven pure HTML5, CSS and JavaScript.

As with any development veteran from the heart, I have outstanding skills in learning and applying new technologies, languages and paradigms. I enjoy agile methodologies and particularly XP practices in small teams but can live happily in a crowded traditional structured development environment.

Solid management background provides a unique perspective in removing barriers between development team and the beneficiary/customer, ensuring project objectives at favorable costs for the contractor/company. • Over 15 years of experience in security issues, specifically in the fields of network and application security, due to the nature of online systems developed throughout various donor funded and private sector projects.
• Profound experience in designing multi-language and multi-culture web sites and information systems; extended experience in data collection, analysis, processing and reporting, content management systems and portals both in Windows and *nix (Solaris/Unix/Linux) environments.
• Over 20 distinct project experiences in EU-funded projects in Turkey, Belgium, Cyprus, FYRo Macedonia, Republic of Serbia and Palestinian Territories consisting mainly of web based Management Information Systems, Labour Management Information Systems (LMIS), Monitoring Information Systems, PRAG compliant Grant Evaluation Support Systems, Data Collection, Reporting and Evaluation Systems, Agricultural Information Systems, Mapping and Geographical Information Systems (GIS), Collaboration/Networking Portals, Document Management Systems and web portal/site design as well as experience with other Donor institutions (Council of Europe, UN, SIDA, JICA, USAID).
• 4 distinct project (in which 6 separate supply tenders and one software system ToR prepared) experiences in preparation of Terms of References and Technical Specifications documents for EU-funded actions in Turkey including assistance to Beneficiary during the later revisions of the Supply Tender Dossiers and clarification/corrigendum phases.
• Project experience in preparation of Technical Specifications for the supply tender of a Disaster and Emergency Situation Command and Control Centre for the Prime Ministry Disaster & Emergency Management Authority (AFAD).
• Good relations within government organizations within Turkey with previous projects completed with: Ministry of Labour and Social Security, Ministry of Justice, Ministry of European Union, Ministry of Science, Industry and Technology, Ministry of Environment and Urbanisation, Ministry of Food Agriculture and Livestock, the Prime Ministry Disaster & Emergency Management Authority (AFAD), Metropolitan Municipalities of İstanbul, Ankara, İzmir, Diyarbakır, Gaziantep, Erzurum and Municipality of Urfa.
• Proven track record in the development and installation of web based Penal/Judicial Information Systems for the Turkish Judiciary System with active participation in 1 EU Funded Technical Assistance Project directly contributing to the National Judiciary Informatics System (UYAP) and 4 different private sector software development projects currently in use by Courthouses, Public Prosecutors Offices, Bars Associations, Lawyers, Police and Gendarmerie Departments in over 40 Municipalities in Turkey.
• Highly experienced in Business Intelligence and Analytics platforms: Tableau, Microsoft Power BI and Statistical Analysis packages: SPSS and BI notions through developing and implementation of various Management Information Systems based on Business Intelligence requirements.
