An international development professional with over 27 years of experience with over 18 at global level, sprayed in Africa, Europe and America, with insertion in Asia and Pacific as well as Latino America and Caribbean. With a Public Health professional orientation, I demonstrate a double sided expertise in strategic programme planning and management; as well as monitoring and evaluation. Since March 2021 to date, chief evaluation at the UN Development coordination Office (DCO); New York; USA; providing global strategic and technical leadership support to the United Nations cooperation framework (UNSDCF) evaluations. From March 2014 to February 2021, served as the United Nations Population Fund Regional lead for Programme monitoring and evaluation functions (Arab States – Cairo – covering 15 countries most fragile and humanitarian; 2014-2015; WCAR - Dakar/Senegal: 2015 to now covering 23 countries, most fragile, humanitarian). In 2016 Provided significant contribution to the development of the humanitarian business continuity for Maiduguri, Nigeria in the context of the Boko Haram response. Coordinated the UNFPA Institutional Analysis of the UNFPA Humanitarian Response in the Ebola Crisis context in Guinea, Liberia and Sierra Leone and Readiness Assessment of Sexual and Reproductive, Maternal, Neonatal and Adolescent Health Services with a critical aim to strengthen recovery. In the context of the CERF funds, I provide WCA regional oversight to managing CERF funds in the region in coordination with UNFPA/HQ. Member of the West and Central Africa (WCAR) Regional United Nations Development (R-UNDG) Group Quality Support (QSA) and Assurance Peer Support Group (PSG). Focal point of the Development Coordination Office (DCO) Joined UNFPA from the Global Fund in Geneva (April 2010 – Feb 2014) where I served 4 years in different programme capacities from senior technical M&E officer to grant management, covering countries at global level including very difficult countries as Afghanistan, Haiti, Pakistan, DRCongo. Served as a Senior Impact evaluation specialist from 2012, leading such portfolio worldwide to assess the impact of HIV, TB and malaria in GF funded countries. Previously served at Family Health International (now FHI 360) from 2004 to 2010 as Senior Technical Advisor Strategic Information for Africa region based in Nairobi/ Kenya: Leading a team of 6 M&E specialists and 18 country office M&E officers leading countries’ HIV/AIDS programme designs, providing technical support and oversight in HIV/AIDS programme implementation and monitoring, leading accountability responsibilities (reporting, disseminating, ensure use of data for programme strengthening). Provided programme support to the American Refugee Committee programming in Yei and to the ROADS programme in South Sudan. Prior to FHI, was a technical director at the Institute for Research and Behavioral Studies (IRESCO/Cameroon – leading a team of 8 researchers and programme officers, plus senior consultants) and a decade as national and international consultant on development programme evaluations and research with greater emphasis on HIV programming and evaluation; management of youth HIV/AIDS project. Field experience in over 30 developing and fragile countries worldwide as well as within humanitarian settings.
