About
Eduardo is a passionate Climate Risk and Vulnerability (CRVA) expert, with proven capacities in understanding and quantifying environmental impacts, and mainstreaming multi-hazard and climate adaptation approaches into risk management. He is a senior expert in environmental consulting with an outstanding track record in Natural Hazards and Climate Risk Assessments, including guiding consortium teams (Team Leader role) and providing expertise as a key and non-key expert.
He has a deep understanding of quantitative and qualitative risk assessment approaches, at multiple scales, ranging from the community assessments of heat islands and natural risks in South-American cities, to the support and development of national policies and analytical frameworks in Burundi, Chile, Indonesia and Paraguay. He is well versed on the internal procedures and reporting mechanisms of the European Union (EU) agencies, the Inter-American Development Bank (IADB), the World Bank Group (WBG) - the Global Facility for Disaster Reduction and Recovery (GFDRR), the International Organization of Migration (IOM), and C40. Pro-active team builder with experience in Africa, Asia, Europe and South America.
A sample of substantial contributions to the projects he has led or where he has provided expertise include probabilistic risk calculations, cost-benefit analysis, development of risk assessment methods for scarce data contexts, drafting and compiling technical notes and comprehensive reports, presenting project reports and results to stakeholders and high-level representatives, defining methodologies for risk atlases through integration of multi-party inputs, management of stakeholder engagements, capacity building to local teams, coordination, onboarding and training of work teams, and public communications and negotiations with donors, beneficiaries and local representatives.
