As an Executive Board Member at TICE.PT, I have been actively involved in International Cooperation and has managed and developed international cooperation projects. I have also been highly committed to some of the European Innovation Partnership on Smart Cities and Communities (EIP-SCC) actions, where I have co-developed reference architectures for an Open Urban Data Platform and for an Integrated Multi-functional Lamppost. I am currently leading TICE.PT's participation in projects related to Industrial Digital Transformation and to the establishment of Digital Innovation Hubs.

I have over 25 years of experience working as a consultant with Local Government, where I led the implementation of Information Systems and IT Infrastructures, designed Digital Transformation programs, outlined and monitored Strategic Organizational Development Plans, and compiled Smart City's roadmaps plans combining multiple perspectives. As a Consultant, I work from Strategy Design until Go-to-Market and Partnership Management, including project financing. I also have experience in R&D and Innovation, having access to a large network of relevant actors and more than 15 years of experience acting as CTO, CINO, COO or CEO in ICT companies (software development and information systems consultancy).

I hold a BSc on Information Systems and Computer Engineering from Instituto Superior Técnico, Universidade de Lisboa where I am presently concluding a MSc in the same domain. I act as an expert, rapporteur, and mentor in EU funded programs and initiatives like Horizon 2020, Eureka Network, COST, AAL Programme, and EIT Health, namely. I am also supporting the implementation as Expert of the Digital Rights Governance Framework, an initiative under the Cities Coalition for Digital Rights promoted by the cities of Barcelona, Amsterdam, and New York and involving United Nations Habitat, Eurocities, and UCLG – United Cities and Local Governments.

My personal interests are Digital Transformation, Organizational Learning, Knowledge and Innovation Management, e-Health, Ambient Assisted Living, Smart Cities, and e-Government. I have a solid understanding of emerging technologies, an adaptive thinking and a strong, critical mindset. I possess strong business acumen and presentation skills. I am highly proficient at project planning, budgeting, and oversight. I am forward-thinking and adaptable to dynamic situations. I have a solid understanding of innovation and how it should be applied in business. I have excellent interpersonal, leadership, and communication skills.
