Strong management skills and work experience at stressful postwar condition and transition period. Knowledge and experience of Good Governance, Community Involvement/Development principles, Participatory assessment of needs, project implementation.Track record in the design and implementation of USAID funded programs - Local Government, Decentralization, Service Delivery. Solid experience in project and operations management including administrative responsibilities related to funds and grants management, procurement and compliance, staff management. Professional proficiency of  English and Russian. Experience working in Ukraine, Central Asia, Armenia, Afghanistan.
