About
Monitoring and Evaluation Specialist with over 12 years of experience in the public sector and 2 years in the private sector, having worked at the Office of the Prime Minister Uganda as Economist since 2011. Was engagement in policy analsis and evaluation and overall Government wide performance assessment, provision of advisory roles in builidng and maintaining Monitoring and Evaluation systems in Energy, Health, Rural Development, Water and Environment Justice Law and Order and Governance sectors at Local and Central Government. Also engaged in several research and consultancy assignments. The summary below provides breakdown of experience.
- 10 years of professional experience in the evaluation of several interventions including civic engagement and advocacy;
- Program Evaluation of Shared Resources, Joint Solutions (SRJS) program, funded by IUCN-NL and WWF NL.
- Other evaluations include: Final Evaluation United Nations Multi-Partner Fund-Uganda Emergency Window for COVID-19 Response (included women and youth empowerment & other sub-projects implemented by 10 UN Agencies in Uganda), evaluation of GIZ funded Promotion of Renewable Energy and Energy Efficiency Programme in Uganda, and impact of credit counselling on entrepreneurial behaviour of the Ugandan Youth.
- 12 years of professional experience in the Governance and Public Sector Management as Head of Secretariate Presidential Advisory Committee on Budget (PACOB) and Economist for Governance and Security (formerly Justice, Law and Order, Security, Public Administration and Legislature sectors). Led on Governance and Security (for JLOS) performance assessment, coordination and overall Monitoring and Evaluation at the Office of the Prime Minister since 2011. Has strong experience in policy analysis and advisory services.

- Involved in the alignment of results in sustainable energy interlinking sectors such as Natural Resources, Environment, Climate Change, infrastructure, Local Governance, Agro-industrialisation, education, health among others, since 2011.

- Involved in mapping and assessment cross cutting areas of priorities related to gender inclusivity in access and utilization of electricity in rural development, adoption and use of clean energy, utilization of energy efficient practices and technologies.

- Participated in World Bank Missions under Uganda Inter-governmental Fiscal Transfer Reforms.
- Coordinated Development Partners in assessment of externally funded projects (All Loans and some grants) in various sectors such as Energy and Mineral Development, Public Sector Management, Works and Transport, Justice Law and Order, Health, Education, and Accountability, since 2015.
- Involved the coordination of activities of the National Partnership Forum that brings together Government and Development Partners. This forum is coordinated by the Office of the Prime Minister.
- Excellent understanding of the national and relevant regional and international planning frameworks, guidelines and critical issues for Governance and Administration of Justice programmes, development partners engagement and assessment of externally funded projects in various programmes across Government.
