About
- More than 35 years of general professional experience in financial and administrative management, accounting, investment assessment, logistics, insurance and staff management in private and public sector ;
- More than 20 years of working experience in financial and administrative management and planning of technical cooperation programmes and projects (accountancy, budget, logistics, contractual and financial aspects, tenders and reporting, Programme Estimates/EDF rules and regulations), also as Imprest Accounting Officer in regional programmes and Financial Officer of EC Delegation to China for 4 years;
- More than 30 years of experience in procurement of goods and services and in support of public administration in developing countries in the area of procurement and grant management, with full knowledge of EU and other donors’ procurement rules;
- Familiar with EU’s PCM approach, Economic Evaluation of Projects, Risk Analysis, Call for Proposal Mechanisms;
- Excellent knowledge of and experience in financial and contracts management of EDF-funded projects of almost 10 years, including more than 7 years providing assistance to governmental agencies (NAO Solomon Islands , Indian Ocean Commission as RAO);
- Strong experience in delivering training and capacity building on PCM and EU financial management and procurement procedures for government officials, managers and staff, project staff and grant applicants as well as experts, including development of training modules and procedures manuals for projects;
- In-depth knowledge of computerized accounting systems, day-by-day use of software SARA (used in 52 countries for accounting and management of EDF-funded projects), experience in setting up system of financial control and monitoring for accountability and transparency
- Deep familiarity with M&E and Result Measurement systems & softwares, with more than 10 years of experience of their implementation in various programmes and projects;
- Consolidated experience in organisation of events, workshops, meetings and study tours;
- Outstanding analytical and report writing skills, both orally (presentations in meetings) and writing; bilingual (English and French).
- Experience of working and living in many developing countries and in multicultural environments (Somalia, Kenya, Zimbabwe, Guinea Conakry. China, Mongolia, Indian Ocean region, Solomon Islands, Algeria etc.
