Contracting and Procurement Specialist (Local Subsidy Coordinator)

Manage and oversee GIZ local partnership strategy
Provide technical and administrative support in the development of strategies, interventions, and activities that address program results.
Manage, oversee and conclude local subsidy contracts and the performance of local sub-grants including planning and compliance.
Review and provide inputs to the local partner assessment results and make decisions based on the assessment outcome.
Provide review and inputs for program documents, including quarterly, and annual reports.
Provide support to the local partner in proposal writing as well as organizational strategy development.
Provide inputs to the capacity development plan for Local subsidy recipients in line with the shortcoming addressed in the capacity assessment.
Receive, verify, and amend the request for initiating LS Agreement.
Manage and conclude local subsides contracts in line with GIZ financing manual
Draft and revise a variety of contracts including contracts for Local subsidies (Grants Agreements to local NGOs and Governmental agencies e.g., ministries), and contracts for goods and services.
Create, prepare, review and edit all forms of GIZ contract type including (Contracts for financing arrangements,
Contracts for Service, and Contract for procurement of goods)
Maintain contract-related documents and correspondence
Ensure compliance with donor’s and GIZ regulations
Provide advice and guidance to the different teams relating to contract generation
Quality check of the incoming relevant request from programs, and ensure the fullness of required
documents in cooperation with the program team.
Initiate and maintenance the tender process in line with GIZ regulations. In particular, to request quotations of goods and services from suppliers, evaluate quotations, recommend suppliers to projects and choose the best fit supplier/s according to GIZ guidelines
Harmonize procurement practices across programs and ensure compliance to GIZ standards
Ensure proper use of GIZ software for financing agreements, procurement of goods ProSoft and for services CoSoft.
Issue and process purchase orders, coordinate and monitor (or delegate monitoring to projects) the delivery of goods.
