CASH-BASED RESPONSE PROJECT OFFICER (EMERGENCY AND FOOD SECURITY DEPARTMENT)
1. Supervise and manage the projects assigned, starting from the set-up, and kick-off meeting until the closure of the project activities.
2. Coordinate with FSL cluster and CWG regarding Care interventions.
3. Follow up on a daily basis with the partners and field team of Care to ensure that CARE and partnersimplement grants in a manner that meets contractual obligations including all donors' and CARE's policies, procedures, and regulations.(Worked with different donors such as FFP, GFFO, GIRO, BHA, CI Appeal)
4. Check the payment documents and ensure all correspond to the reports of the e-voucher system
5. Assessing the challenges in the implementation, using the information delivered from the field, improving the CVA program process by proposing changes in the SoP, and making decisions to ensure meeting the project’s target.
6. Develop, review, and adopt project work plans on a regular basis for assigned projects in collaboration with the partner staff and Care direct field staff
7. Analyze data and reports received by partner’s staff and cross-check data for accuracy and quality.
8. Review the registration data and ensure it is cleaned and no duplication. Select the final beneficiaries list upon applying the scoring matrix.
9. Generate program tracking reports and templates.
10. Support the data management team in developing the e-voucher system, by pointing out the system bugs and issues faced in the field.
11. Review the MEAL plans and tools and provide inputs where needed.
12. Facilitate regular partner and AO team meetings to encourage information sharing, discuss implementation issues, and ensure being on schedule.
13. Supervisor of field technical consultants: measuring their performance preparing their payment documents, and employing their feedback in improving the program.
14. Ensure the project’s accountability and enable having an active complaint response mechanism by:
• Discussing all received issues from the field (IV and TMCs) with IPs.
• Review, document, and provide feedback on the reports produced by IV team
• Review, follow up, and respond to all received complaints and close them on the system to ensure
having an active complaint response mechanism.
15. Technical evaluation for the tenders related to Emergency and cash response including Hygiene kits tenders and Financial Service Provider FSP
16. Effectively participate in developing the SoP for multi-round cash assistance
17. Track the payments to the beneficiaries through the e-voucher system and ensure that the paper documents are identical to the system reports.
18. Responsible for partners' capacity building and conducting training sessions of the SoP.
19. Produce monthly, annual, bi-annual, and final donor reports of the partners' activities (CFF, winterization, in-kind, MPCA)
20. Coordinate between Care's different departments and with the partners and related clusters’ information management focal points to ensure proper coordination and information-sharing mechanisms are in place.
21. Produce statistical analysis and reports on project data on request
