Paulina is a seasoned development expert with over 20 years of experience working with Development Partners, the Government of Tanzania, and other stakeholders in the field of development cooperation. Her extensive expertise spans social development policy, macroeconomic analysis, poverty analysis, public finance, program reforms, policy advisory, research, and public sector technical assistance. Paulina’s profound understanding of Tanzania’s public sector makes her an invaluable resource, providing technical expertise that contributes significantly to shaping policies and programs aimed at poverty alleviation and sustainable development.

Paulina’s work has focused on governance and accountability, policy formulation, implementation of public financial management, and various development sectors such as health, education, water, gender mainstreaming, and social protection. She has consistently worked to advance the broader development agenda, contributing to the design and implementation of key policies and programs.

As a Program Coordinator, Paulina has excelled in overseeing the planning, management, and execution of large-scale development projects. She has worked on high-impact initiatives such as the Tanzania Productive Social Safety Nets 2 Project, where she coordinated stakeholder engagement, provided technical support, and ensured the robustness of monitoring and evaluation processes for continuous improvement. Her work has been integral to ensuring that projects align with both local needs and global development objectives.

Paulina has also contributed significantly to budget support initiatives through her role in the Budget Support Secretariat, where she facilitated engagement between the Government of Tanzania and Development Partners. She played a key role in aligning budget support programs with national priorities and facilitating strategic policy dialogues, contributing to the successful implementation of budget support programs totaling over EUR 200 million.

In addition to her program management experience, Paulina has demonstrated strong leadership in policy dialogues, facilitated high-level strategic meetings, and contributed to the development of frameworks such as the Development Cooperation Framework (DCF). Her work has focused on enhancing aid effectiveness, fostering inclusive growth, and delivering sustainable solutions in poverty alleviation, social protection, public finance, and gender equality.

Paulina is currently pursuing a Master of Arts in Community Economics Development from the Open University of Tanzania (OUT). She holds a bachelor’s degree in Sociology from the University of Dar es Salaam, a postgraduate diploma in Poverty Policy Analysis from the International Institute of Social Studies (ISS) in collaboration with Rotterdam University and the Economic and Social Research Foundation (ESRF), a Certified Professional Insurance Certificate from the Institute of Finance Management (IFM), and a Monitoring and Evaluation Certificate from the Impact Evaluation Laboratory (IE Lab – ESRF and Hewlett Foundation).

Paulina is also an active member of the Project Management Institute, the Insurance Institute of Tanzania, and other professional bodies. Based in Dar es Salaam with her family, she enjoys reading, swimming, community service, gardening, and singing. Her multifaceted engagement in both her professional and personal life underscores her dedication to making a positive impact in the community.
