An accomplished Professional with over 15 years’ experience in; Capacity building and Training, Consulting, Human Resources Management, Organisational Development, Change Management and a strong familiarity with the international programming guidelines for interventions in humanitarian settings is interested in the above position. Francis has Practical experience in program design, implementation, and monitoring and evaluation, in line with the needs and challenges of donor and contract management and the implications for program management and Operations. He has worked as UNDP international Consultant from 2010 to date. He also worked as Regional Training and Development Advisor for East and South Africa at MS-Training Centre for Development Cooperation in Arusha Tanzania (2008 to 2010) as Regional HR Manager for the Horn East and Central Africa for Oxfam GB (2000 to 2002) and as the Head of HR Division at Uganda Management Institute from 1995 to 1998. He has worked for international not-for-profit NGOs since 2000. He has demonstrated experience working across donor line ministries and local governments in; Afghanistan, Austria, Burundi, Democratic Republic of Congo, Egypt, Eritrea, Ethiopia, Kenya, Madagascar, Republic of Ireland, Republic of South Africa, Rwanda, Somalia, South Sudan, Sudan, Tanzania, Switzerland, Uganda, United Kingdom, United States of America, Zambia and Zimbabwe. He has worked with teams of professional humanitarian organisations including medics, search & rescue squads, post-trauma experts and community mobilizers. He has also implemented resilience programs targeting displaced populations and the host communities across the four sectors of Education, Health and Nutrition and Protection.
Francis has the ability to contribute to identifying, preventing and addressing the complex safety and security challenges prevalent in countries like Afghanistan and Somalia just to mention a few. He has been working on different projects in Somalia, Somaliland and Puntland since 2000 though intermittently. He has hands on experience in fostering strategic collaboration, building institutional capacities at different levels, empowering communities and developing joint responsibilities to collectively prevent and address safety and security concerns in an effective and sustainable manner.
He is able to design tools and mechanisms – including training report templates – aimed at gathering qualitative and quantitative data pertaining to capacity building activities, conducted at different levels, and targeting different stakeholders. He is able to deliver training of trainer’s programmes (ToT) for organisational staff, state security actors and community members. His experience as a regional training and development advisor at MS-TCDC, as a Regional HR Manager for the horn east and central Africa and as the head of HR Division at Uganda Management Institute enables him to Plan, deliver, monitor and evaluate training programmes.
He is able to provide technical assistance to the selected ToT in planning, delivering, monitoring and evaluating cascading trainings across state security actors in targeted communities. He has hands on experience in coordinating with the Programme Managers, fostering cooperation with other international stakeholders – including the European Union Capacity Building Mission in country and the national Police, among others – to explore synergies around joint capacity building efforts. He is able to provide inputs into any future programme development with regards to training methodologies and budgets. He has the ability to identify gaps and suggest strategies to be adopted in order to enhance capacity building activities in future. He has the ability to perform other tasks related to the preparation of the training materials that may be required in coordination with the Project Managers. He has vast experience in preparing and administering all the training materials – inclusive of handouts, power point presentations, training agenda, monitoring and evaluation tools and any other relevant support documents. He has experience conducting and taking meeting minutes consultations and workshops with local and international partners and ensuring they are duly filed.
