With over 40 years of professional experience with a focus on educational development, training, monitoring and evaluation is more than 40 countries, I have held senior positions including the following: 

• Chief technical advisor on educational planning, Third World Bank Education Project, Ministry of Education, Mali 1985-87. Focus areas: improving the quality of basic education; increasing access to basic education for children and adults (particularly women and young farmers) by expanding primary teacher training.
• Chief of Party, Benin Teacher Motivation and Training Project USAID, Benin 2009-10. Supervised 10 local staff members. Develop and published the pre- and in-service Instructor manual, supporting the competency-based National curriculum and on teaching teachers child-centered learning methods.
• Team Leader, Reading Analysis in the Republic of Djibouti. USAID, Djibouti 20017. Supervised 8 consultants. Supervised international and local consultants who conducted field research and produced studies on pre-and in-service teacher training, the teaching of reading practices, textbook development and publication.
• Consultant on project evaluation. USAID Mali October 2018 - May 2019. Responsible for developing the scope of work for the evaluation of three projects, including one on reading and one on rehabilitating education in conflict-affected areas.

I work in English, French and Spanish and hold a doctorate (Ph.D.) based on field research on the demand for education and employment in Mauritania.
