Promise Iroegbu is a highly accomplished professional in humanitarian, resilience, and sustainable development program implementation, with over 20 years of extensive experience in country program and project management, resilience programming, emergency relief, CLA, MEAL, SBC, C4D, and community engagement in both development and emergency settings. He holds a Master’s degree in Management, a First Degree in Communications, and is currently completing his Ph.D. in Management. His expertise spans conflict and post-conflict regions, having worked with the United Nations, international NGOs, the private sector, and as a USAID contractor. Promise has more than 15 years of experience implementing projects funded by major donors including USAID, World Bank, FCDO, ECHO, GAC, CDCS, SDC, Global Fund, DANIDA, and PEPFAR in conflict and post-conflict countries. He has supported or worked in countries such as Ukraine, Afghanistan, South Sudan, Yemen, and Nigeria. He has more than 10 years of MEL/CLA and adaptive management experience with USAID.

Throughout his career, Promise has demonstrated strong leadership and a commitment to improving program quality, managing diverse portfolios in challenging environments. As the Deputy Country Director and Head of Programs at Triangle Génération Humanitaire (TGH) in Ukraine (September – November 2024), he managed a $26 million portfolio funded by USAID BHA, UHF, and ECHO, overseeing multi-sectoral emergency responses that reached nearly 2 million beneficiaries across 17 of Ukraine’s 24 oblasts. He navigated significant challenges, such as the destruction of the Kakhovka Dam and the escalation of conflict in Kharkiv and Donetsk oblasts, ensuring the delivery of essential services like healthcare, shelter, and WASH to over 1.2 million individuals. Similarly, as CLA/MEL Director for the $29 million USAID Resilience through Agriculture in South Sudan (RASS) Activity (October 2021 – July 2024), he led efforts to improve food security, community resilience, and household recovery across 17 counties in seven states, increasing participant numbers from 6,702 to 32,175 and promoting Climate Smart Agricultural practices, resulting in over 14,751 hectares under improved management and more than 4,690 tons of farm produce harvested.

Additionally, as Deputy Country Director and Head of Programs at the Danish Refugee Council (DRC) in South Sudan (January 2020 – September 2021), Promise provided strategic leadership for a $32 million portfolio, delivering significant projects like the USAID Complimentary Action for Resilience Building (CARB) project and the DANIDA & ECHO co-funded emergency response. He managed a diverse team of 162 staff, including 7 internationals, ensuring effective collaboration with local and national authorities. At Humanity and Inclusion (HI) in South Sudan (January 2019 – December 2019), as Head of Country Program, he managed an $11 million portfolio, implementing projects that provided comprehensive mental health, sexual and reproductive health, and disability services, reaching over 1.95 million beneficiaries across multiple locations including Yei, Torit, Juba, Aweil East, and Rubkona. Furthermore, as Project Director for the FCDO (DFID) Humanitarian and Resilience in South Sudan (HARISS) Project with GOAL Ireland (October 2015 – September 2017), he provided strategic and technical direction, managing a £11 million project with 29 direct reports, ensuring optimal program performance and compliance with donor regulations. During his tenure with UNDP South Sudan (July 2010 – September 2013), he fulfilled dual roles as the Global Fund's Portfolio M&E Specialist and State-level Coordinator within the Greater Bahr El Ghazal region, directly supervising 13 M&E and technical specialists and managing seven different partner organizations.

Promise has more than 16 years of extensive experience in ensuring program quality and delivery through robust monitoring, evaluation, accountability, and learning (MEAL) processes. As the CLA/MEL Director for the USAID Resilience through Agriculture in South Sudan (RASS) Activity, he led all CLA activities for a $29 million portfolio, driving strategy discussions, promoting a culture of continuous learning, and providing technical assistance to develop successful mechanisms for learning. Additionally, while working with the USAID/Somalia People-Centered Governance (PCG) Activity as the MEL and CLA Director in Somalia, he co-designed and implemented the project’s MEL plan and data collection system, ensuring seamless integration of MEL and CLA through various activities. He has facilitated over 100 different surveys, assessments, and evaluations across Africa, Asia, and Europe, ensuring the quality of methodological approaches, reports, and other deliverables. In his role overseeing MEL, he was responsible for the design and implementation of project/activity Monitoring, Evaluation & Learning Plans (AMELP), Results Frameworks, and providing leadership support to all MEL functions carried out by the technical implementation team. He ensured they were in line with the Performance Indicator Reference Sheet (PIRS) and Results Framework. He identified, analyzed, and synthesized lessons learned and facilitated the incorporation of those lessons into planning and implementation changes. He led the creation of monitoring systems for 14 sub-grantees involved in agricultural resilience projects, developing guidelines and tools for data collection, analysis, and reporting. He facilitated mid-term and end-line evaluations of sub-grantee projects, ensuring alignment with project goals and objectives. He coordinated the collection and compilation of data on agricultural practices, outputs, and outcomes, ensuring data accuracy and completeness through regular field visits and spot checks. He conducted training and re-training of site monitors on the use of data collection instruments and protocols. He implemented third-party monitoring to verify the activities and results reported by sub-grantees, conducting site visits to validate data and assess project impact on beneficiaries. He ensured the collation, analysis, and production of draft quarterly, annual, and other periodic reports, including research, assessments, and evaluations. He applied M&E tools, approaches, and practices and used business intelligence, data collection, analysis, and reporting digital tools such as SurveyCTO, and KoBo collect for data collection, and MS Excel, Power BI, and statistical packages including SPSS, ENA, EPI INFO, and CommCare for analysis, reporting, and sharing. He coordinated program evaluations and conducted quantitative and qualitative data analysis, ensuring that programming data and feedback were valid, verifiable, timely, and compliant with donor guidelines. Part of his role was to ensure that all USAID RASS project sites were mapped using the ArcGIS software. He was responsible for mapping USAID activities to facilitate greater collaboration among Mission activities and IPs. His tasks included geographical monitoring and mapping of context factors to provide input in program decision-making and providing GIS mapping (visualization) of USAID activities in project locations to supplement monitoring and learning efforts. He developed and updated a repository of all GIS outputs for USAID and coordinated with the USAID MELS team to ensure that all new program and relevant staff were trained on the use of ArcGIS, and that tablets were procured, systems installed, and distributed accordingly to all field teams.

Throughout his career, Promise has utilized a variety of applications, software, systems, and tools to ensure accurate and efficient data collection, analysis, and reporting. He has used KoBo Collect Toolbox for digital data collection of quantitative data during various assessments and surveys, ensuring accurate and timely data collection in field settings. This was particularly useful for the Food Security Baseline Assessment and Market and Value Chain Assessment of the USAID Resilience through Agriculture in South Sudan (October 2021 – July 2024). He used DHIS2 for health data management, analysis, and reporting during his tenure as the Design, Monitoring, and Evaluation (M&E) Coordinator for CARE USA's South Sudan Country Program (October 2017 – December 2018). This was crucial for monitoring the progress of the FCDO-funded Health Pooled Fund (HPF) and the USAID BHA-funded Emergency Health and Protection Program. Similarly, during his time with UNDP South Sudan (July 2010 – September 2013), he utilized DHIS2 and the Health Management Information System (HMIS) to monitor health projects across 178 facilities, significantly improving data accuracy and reporting timeliness. For statistical analysis and epidemiological data management, he has employed EPI INFO, which was particularly useful for the Gender and Barrier Analysis on Nutrition and Livelihood in South Sudan. For data analysis and reporting, he has used Power BI to develop interactive dashboards, infographics, and periodic reports (monthly, quarterly, and annual reports), adding significant value to reporting by offering clear, visual representations of data that facilitated better understanding and decision-making. He has also utilized MS Excel for comprehensive data analysis and generating insightful reports for various assessments and evaluations. His experience with ArcGIS was instrumental in mapping more than 450 project sites across South Sudan, providing valuable geographical insights for program decision-making. Additionally, he has used SPSS, ENA, and CommCare for data analysis and digital data collection, respectively, enhancing the accuracy and reliability of the data collected during the Midline Evaluation on the Mental Health and Inclusive Humanitarian Response Project in South Sudan. Furthermore, Promise has experience with LogAlto, a data management application that he used extensively for the USAID Resilience through Agriculture in South Sudan (RASS) Activity. LogAlto facilitated the tracking of project indicators, data visualization, and reporting. He introduced LogAlto at Triangle Génération Humanitaire (TGH) to enhance data management and reporting capabilities, ensuring that all project data is systematically collected, analyzed, and reported. His proficiency in these tools and systems has significantly contributed to the success of the projects he has managed, ensuring data-driven decision-making and high standards of program quality.
