Mr. Mark Osiche has a rich résumé of development cooperation and public sector governance assignments on various donor-funded programmes and projects. He has over 25 years of aggregate professional expertise and experience on various international development projects as a senior manager.  Key competencies: Specialization in public policy analysis to support big programmes in the broad areas of democracy and governance and public sector reform, emergency capacity building in conflict and post-conflict stabilization or political transition and building resilience programming in high-risk, crisis/conflict-affected/fragile and low resourced countries; institutional strengthening and capacity building in the governance sector for national/sub-national governments and local government/municipal associations; design and management of evaluations (impact and performance), Logical Framework Approach and Project Cycle Management; designing and conducting  organizational/institutional and governance assessments; civil-military coordination in complex emergencies; strengthening Civil Society Organizations (CSOs); mainstreaming cross-cutting issues i.e. gender, environment and human rights-based approach (HRBA) in development cooperation; Sector Wide Approaches (SWAPs), budget support and aid coordination and designing research methodologies and conducting Applied Political Economy Analysis (APEA) and Conflict Sensitive Assessment (CSA)-informed research analysis for national governments and/or bilateral and multilateral donors to guide programs/projects and activities and tailor interventions and advocacy at any level of effort.                                     

 

Mr. Osiche is currently a Project Manager at Rimarks Consultants. Prior to that, he was engaged at different times as a Programme Formulation Consultant for VNG International. Before that, he was the Deputy Team Leader/Senior Institutional Development and Capacity Building Expert (KE2) on the European Union (EU) funded Technical Assistance (TA) for a Balochistan Community Led Development Policy Framework Project (2019 – 2023) in Pakistan. He was recently a Health Sector Political Economy Analyst on the DFID-funded “Accelerating the Sustainable Control and Elimination of Neglected Tropical Diseases (ASCEND)” program. Before that, he was worked on 3 assignments in the difficult USAID Critical Priority Countries Capacity Building Team Leader and Project Development Advisor, Afghanistan (2012 – 2015), Senior State Governance Advisor, South Sudan (2010 – 2011) and Legal Governance Advisor Iraq (2007-2010). He also worked the Public Sector Reforms and Development Secretariat at the Cabinet Office, Office of the President under the broader Institutional Reform and Capacity Building Technical Assistance Project, where he was a National United Nations Volunteer (UNV)/Programme Assistant in Local Government (2006-2007).  He started his career at the defunct Association of Local Government Authorities of Kenya (ALGAK), as Program Officer (1997-2005).

 

Given the diverse country contexts he has worked in his home country (Kenya) and other countries sub-Saharan Africa, the Middle East and South Asia, etc, he has gained substantial experience and skills in the design and implementation of a range of complex programs focusing on post-conflict stabilization, recovery and rehabilitation, supporting transitions from humanitarian to peace keeping to development with a deep knowledge of that nexus. He has also gained comparative best practice experience to develop the capacity of government, particularly newly formed governments in emerging, volatile conflict, post-conflict political transition countries/environments and has ability to establish strong relationships with a range of organizations, beneficiaries and related parties (e.g. host government entities, think tanks, institutions etc.) on donor-funded public sector strengthening programs.

He has also demonstrated senior leadership, management and team-building abilities, effective interpersonal and communication and analytical skills and prefers to be considered for senior project management and technical positions. He is conversant with the principles of major donor project cycle management and implementation and aid delivery methods (e.g. International NGOs, UN Aid Agencies, USAID/USG, FCDO, GIZ, EU, World Bank, etc) in his home country (Kenya) and other countries sub-Saharan Africa, the Middle East and South Asia.

 

A Kenyan national, Mr. Osiche holds a Master of Public Management (MPM) degree, specializing in Public Policy Analysis, from Potsdam University, Germany (2005), Bachelor of Arts (BA) from Moi University – Eldoret, Kenya (1996) and several post-graduate professional training.  He speaks fluent English, Kiswahili, and Kiluhya, with some German, Pashto/Dari, Urdu and Arabic.
