About
I am a certified senior infrastructure and portfolio management professional with over 22 years of experience leading sovereign operations, donor-funded programs, and humanitarian infrastructure across Asia and Africa. My expertise spans large-scale post-disaster reconstruction, technical assistance (TA) management, IDP camp development, health and WASH infrastructure delivery, and project administration aligned with the frameworks of ADB, UNDP, UN-Habitat, and other international development agencies.
I have successfully implemented infrastructure portfolios exceeding $500M, managing all phases from needs assessment and planning to procurement, execution, and final evaluation. My leadership includes managing multi-sectoral projects under ADB-aligned standards, utilizing FIDIC contracts, ADB Project Administration Instructions (PAIs), and safeguard compliance frameworks.
Certified as PMP®, PgMP®, RMP®, with PfMP® (exam scheduled June 2025), and a current APC candidate for MRICS, I bring strategic oversight and risk management capability critical to complex development environments. I have worked extensively in fragile contexts, including Pakistan, Afghanistan, and Liberia, with cross-functional teams of up to 300 technical personnel.
I specialize in:
• Portfolio and infrastructure delivery in conflict/post-conflict zones
• ADB, UN, and donor-funded project oversight
• Technical leadership in WASH, housing, education, and health sectors
• Project risk management and multi-stakeholder coordination
• Gender-sensitive design and social inclusion in humanitarian settings
I am available for international consulting, long-term missions, and technical advisory roles with development banks, UN agencies, and NGOs working in resilience, infrastructure, and program delivery.
