- Jean-Luc is a highly experienced expert who holds a Ph. D. and two master’s degrees in Economics. He has more than 35 years of professional experience in energy / climate change in the EU, Central & Eastern Europe, Balkans, Central Asia, Northern Africa;
- Jean-Luc acted as Team leader for EBRD, World Bank, EU and EIB funded projects;
- Team Leader and senior economist involved in Energy and Climates Policies, preparation of master plans or feasibility studies for Renewable energy project: generation, transportation and distribution systems financed by the IFIs;
- Energy policy making, Financing Energy Efficiency, Renewables, Regulation and Energy tariffs setting,
- Mitigation of Climate Change
- He has a large experience in reviewing the best practices of EU national energy efficiency financing mechanisms, including with sustainable energy efficiency funds;
- NDCs, BURs, Enhanced Transparency Framework
- Reporting to UNFCCC - with IPCC emission factors, and National specific emission factors
- EU ETS and Climate Finance
- PPA's in the hydro power sector.
