The rationale of my interest builds up on my experience in the field of development and investment project management. I have in my background more than 15-year consultancy experience of which 10 years I have been committed to international development projects. Since 1997 working at senior management positions (executive director, key local expert, monitoring & evaluation coordinator) under World Bank, USAID, UNDP and EU projects allowed me to acquire a valuable experience in the field of general project management, procurement, monitoring and evaluation, finance management, community direct financing, personnel policy, statistical data collection and processing. Being involved in project cycle implementation starting from setting up organizational arrangements to hand-over and impact evaluation helped me improve my capacity of aligning my expertise with the beneficiary practical needs. Elaborating project documentation to regulate the entire project cycle constituted a considerable part of my consultant activity. I was personally involved in setting up the institutional and theoretical framework of the Bulgarian Social Investment Fund and its Management Information System, in particular. Setting up effectiveness and efficiency criteria and, specifically, key performance indicators to gauge the performance of this major EUR 66 m World Bank development project in Bulgaria was my onus of first precedence. Having acquired a valuable practical experience in monitoring & evaluation procedures allowed me to successfully carry out a comprehensive survey of the World Bank’s role in Bulgaria over the period of 2000-2005 (May-July, 2006).
