Lawyer with 30 years of legal professional experience; High expertise in judicial and legislative reform, institutional strengthening and capacity development; Substantial / sound knowledge and experience in the interpretation of local and international /EU legislation (acquis communautaire); Adept at analysis of legislative and legal complex issues, and in providing legal advice on competencies, jurisdiction and performances of state level institutions and agencies (Law Enforcement and other Agencies) in transitional and post conflict countries; Strong self-starter and team player with excellent interpersonal and communication skills; Good organizational and management skills, including coordination and leadership capacities; Providing legal advice on complex legal issues and produce legal summary interpretations/opinions of local and international/EU legislation in various fields of law; Preparation and drafting of comprehensive legal analyses upon high profile and complex legal issues (covering local and international/EU legislation (acquis communautaire); Organization and performance of “Train the Trainer” courses; Proactive participation and strong support to State Level WGs responsible for drafting laws in scope of Judicial & Legal and Public Administration reform; Adept at analysis of status and performances of NGOs, providing legal expertise and recommendations aimed at capacity development/strengthening and mainstream of CSOs/NGOs especially focused on access to justice and state/public institutions issues; Development and implementation of Work Plans (determining Project Activities, Outputs/LFMA, Performance Measurement Indicators, Risk Analysis, etc.) of various projects/programs funded by EU, CoE and International Development Agencies; Performance of other activities related to specific issues in scope of Judicial and Legislative Reform, Public Administration Reform, Justice and Home Affairs, Security and Policing, Integrated Border Management, Intellectual Property Rights, CSOs/NGOs, and other related issues, in post-conflict and transitional countries; Etc.
