  • ·       Joao Dyson is an international development professional, with a master degree in business and administration, a specialization in finance, certified public accountant since 1997 and an accredited PFM professional.

    ·       Has 27 years of working experience in finance management as senior public finance management advisor and executive financial functions.

    ·       Developed collaboration with Central Government Agencies in Southeast Asia (East-Timor), during 8 years. This enabled him to acquire a strong knowledge of the ongoing PFM reforms and processes implementation in the country and in the Asian region.

    ·       His assignments covered areas as planning and strategy, government budgeting processes, combined sources budget management, central agencies budget execution and PFM capacity building.

    ·       During 4 years worked with the Minister of Education of Timor-Leste, National Procurement, and Finance Directorate staff, the technical advising team in order to draft and cost the Ministry Annual Action Plans, encompassed with the Ministry Strategic Plan and Timor-Leste Strategic Development Plan 2011-2030. Worked in the team of advisers that supported the drafting process of the Ministry of Education annual global procurement plans for goods and services and minor capital, worth US 34M to US 56M between 2011 and 2014. Delivered support and training actions in public procurement. Developed and implemented technical solutions, review and implemented several procedures improving the overall performance and management of procurement department.

    ·       During 3 years worked with the Timor-Leste Ministry of Infrastructures, namely with the Minister of Infrastructure and Secretary of State for Energy managing the National Finance and Administration Department of EDTL – Electricity de Timor-Leste. Led and coordinated a team of 18 professionals in close collaboration with EDTL Secretary of State, Director General, National Directors and middle management staff of the 13 Timor districts, to draft the 2009, 2010 and 2011 Annual Action Plans and their costing/budgeting process, worth each respective year US 11M, US 30M and US 48M;

    ·       Delivered budgeting training sessions, in line with GoTL MTEF and strategic plan for the government utility. Implemented KPI’s into Annual action plans to monitor and evaluate budget execution. Responsible for monthly EDTL financial information reporting to Manitoba Hydro Canada, to the Prime Minister office and to the National Parliament Commission C (Budget and Finance).

    ·       In 2009 worked with the Secretary of State for gender and Equality – Office of the Prime Minister, where he provided PFM technical advice. Reviewed several procedures for public subventions management, subventions reporting.

    ·       During 2 years worked as Senior PFM adviser in the Ministry of Education. Assisted the drafting of the Annual action plans aligned with GoTL Education sector strategy.  

    Had the chance to develop the costing of the Ministry Annual Action plans for 2008 and 2009 and enabling corrections to the MTEF framework defined for the period by MoF.

    ·       Has 18 years of working experience in corporate finance management and accounting areas.
