He is a senior economic development expert with over 33 years of experience in private sector development, policy advice, industrialization, value chain assessment and upgrading, institutional development and program design and implementation, combined with a strong background as an advisor to senior government officials and ministers, donor agencies, and international organizations. His experience also covers diverse areas including economic development in conflict and post-conflict countries, local development, civil society development, as well as research, program/project design, planning, implementation, management, and evaluation. In addition, he has over 25 years of experience as a Team Leader/Project manager.

He is an avid research expert who has led numerous complex research projects that applied both quantitative and qualitative research tools and ranged in size and scope from covering single locations to the entire country. Recently, he has been the principal investigator for an ambitious research project to assess the impact of COVID-19 on the MSME sector in Egypt. To this end he has developed the concept of the entire project and saw to its operationalization through the development of the research tools, the sampling methodology, the literature review and the analysis plan, as well as providing technical supervision to the training of enumerators and the data gathering and entry stages. In addition, Mr. El-Meehy, as the lead author, developed the policy recommendations of the study, in addition to writing extensive parts of the analysis.

Played a key role in shaping the SME development agenda in Egypt, as well as in other countries in the region. In addition to influencing the current thinking and practice of SME development in Egypt, had a similar influence in other countries. One such example is Jordan, where he was invited more than once to lecture and address several forums on SME development strategies and policies. Mr. El-Meehy also worked in Syria, Algeria, Morocco, Jordan and Yemen where he mapped and assessed existing SME and private sector development initiatives and frameworks as part of a regional study. Furthermore, in Yemen he was contracted by GIZ and the Ministry of Planning to design and guide a consultative policy development process that culminated in the development of an MSME policy development framework. Currently he is advising the Small and Micro Enterprises Promotion Services (SMEPS) to develop a blueprint for enabling the private sector in Yemen to actively participate in the economic recovery and reconstruction of Yemen.
