· Master's degrees in public policy and in statistics and econometrics.
· 32 years of professional experience, of which over 22 in the field of international economic cooperation.
· Strong, multi-faceted experience on the issues related to economic diversification and competitiveness:
o identification, appraisal, monitoring and evaluation, including impact evaluation, of private sector development investments, particularly in the manufacturing and agribusiness segments (International Finance Corporation);
o conception and design of technical and financial support programs in the sectors of agriculture and rural development, natural resources management, environment, fisheries, water and sanitation, as well as programs for the economic governance institutions (Mongolia, Niger, Haiti, Benin, Mauritania, Morocco, Algeria, Nepal);
o conception and design of a technical and financial support program for Morocco’s approximation to EU standards, in order to improve the international competitiveness of goods and services produced in the country (hygiene and food safety, non-renewable energies, vocational training etc.)
o methodological support for territorial planning in Angola, in a perspective of diversification out of an oil-based economy and the reduction of regional imbalances;
o feasibility study of a multi-donor Trust Fund for economic diversification and peace building in the Niger Delta region of Nigeria.
· A variety of evaluation experiences, including impact evaluation, with use of quantitative (difference-in-differences, ANOVA, panel regression, bivariate logit models) and qualitative methods:
o team leader of the impact evaluation of the Global Trade Supplier Finance facility (International Finance Corporation);
o team member of two strategic EU evaluations, the ‘Collect More, Spend Better’ framework and the EU State-Building Contracts (budget support programs in situations of fragility);
o team leader of the evaluation of a UNHCR livelihoods program in Eastern Chad;
o design of the impact evaluation of a Development Impact Bond in Jordan.
· Proven quantitative skills, in particular in financial modeling, econometric modeling and data collection, analysis and visualization:
o design of a survey on ICT usage in Samoa, in support to the local Statistical Service;
o financial model for cost recovery and user charge design across the public sector in Barbados;
o development of a financial model and a sensitivity analysis for a new e-Governance agency in Mozambique, with 5-year projection;
o conception and design of a household survey on migration and development in Togo;
o collection, processing and presentation of quantitative and qualitative indicators of program and project results, within the framework of the EU’s Results-Oriented Monitoring (real-time evaluation of projects and programs);
o regional macroeconomic studies focusing on food security and agricultural development prospects in West Africa, East Africa, Southern Africa, Central Africa, South-East Asia and Central America (agriculture, pastoralism, fisheries and fish farming), including the analysis of food prices;
o statistical and econometric study on the demand for water supply services in the city of Bissau;
o analysis of water supply cost and prices in Guinea Bissau.
· Sound and wide experience in public financial management reforms, and in particular theoretical and practical skills in the following areas:
o assessment of public financial management systems, especially with the PEFA methodology (Rwanda, Algeria, São Tomé e Príncipe);
o budgetary reform and multiannual financial planning (Morocco, Algeria, Jordan, Territories Palestinians, São Tomé e Príncipe, Angola, Guinea Bissau, Niger, Nepal, Italian public sector);
o internal revenue mobilization and the fiscal aspects of sectoral policies (cost recovery and the improvement of financial sustainability in public sector agencies in Barbados and Guinea Bissau),
o financial oversight of public spending and the prevention of the corruption (Palestinian Territories, São Tomé e Príncipe, Morocco, Algeria, Liberia, Nigeria, Chad, Italian public service),
o the management of public finances by decentralized or devolved entities (technical support for the County Development Program in Liberia, the feasibility of a multi-donor trust fund in the Niger Delta region of Nigeria, evaluation of the functional capacity of the Government of the South Sudan etc.);
o reform of economic policies and strategies (the education sector in India and in Niger, the justice sector in Jordan, multi-sectorial territorial planning in Angola, sustainable agriculture and food security in a number of sub-Saharan African countries, approximation to the EU’s acquis in Morocco, economic diversification in Nigeria, the water sector in Guinea Bissau, the environment, fisheries and urban sanitation sectors in Algeria).
