Experience: Over 30 years of professional experience as a team leader, project manager and international consultant in Institutional Capacity Building, Management Consulting, Monitoring and Evaluation, and ICT enactment services delivery supported by EU, World Bank, and other international institutions. Proven working experience in institutional/organizational capacity building & E-Governance covering Government, Public and Private sector entities.
Specific working experience in:
- Public Administration & Institutional Capacity Building covering smart-governence policy, e-governance & cross-border governance knowledge management solutions and digital trasnformations promotion. Actively involved in strategic policy papers design in various areas of public administration. The list of multidisciplinary institutional capacity development projects includes, but not limited to the services delivery to the Parliament, Ministries, Local Government/Municipalities, and others.
- Organizational Capacity Development covering most of the economic sectors with emphasis put on organizational capacity assessment, new markets & customer needs’ assessment, change management, modern ICT introduction, monitoring and evaluation. Strategic and operational planning, management consulting services delivery to Public, SME and CSOs.
- Project Management including planning and conducting capacity building activities (including on-job training and coaching). Applying continuous improvement and project management approaches through MBO’s, techniques and tools through all life cycle phases.
- Management Information Systems supported by Business Strategy Design, Business Application Design, Development, and Deployment including but not limited to Project Management (including Teamwork, Client Communication & Visuality on all PLC stages), Product Solution Architecture Design, Business Process Design & Optimization, Monitoring & Quality Control, Introduction & Delivery including final product Quality Acceptance Testing and Post-Delivery guidance support services using international best practices and special enterprise modeling techniques.
- Enterprise Resource Planning(ERP) systems driving SAP modules [Human Resource (HR), Customer Relationships Management (CRM), Sales and Distribution (SD), Project System (PS), Workflow (WF), Logistics (MM), Quality Management (QM), Financial Accounting(FI), Fixed Assets Management (AM), Budgeting (FM)and the Audit (AIS)] workstream works, as well as Microsoft Dynamics NAV & AX ERP products (HRM, CRM, SALE) ensuring operational business continuity maintained during the entire project lifetime including architecture & business process design, coordination & monitoring.
- CASE-Management Systems introduction ensuring unified business processes conduction, multi-criteria case-evaluation/appraisal, and multi-level case-tracking/monitoring. Introduction of special communication techniques on strengthening dialog between public, private, and civil society sectors.
- Consultancy services in Quality Management System elaboration, maintenance and continuous improvement in line with ISO Standard. Special activities on Revision and Evaluation of projects. Experience as trainer/consultant within the framework of ‘Institutional Development and Organizational Strengthening’ special program for public administration staff and governmental representatives
