About
Formerly a Professor of Political Science and Public Administration, Dr. Phillip Rawkins is President of Rawkins International Associates, based in Toronto, Canada. He studied at the Universities of Leeds, Western Ontario and Toronto. He has been engaged in international cooperation activities since the late 1970s. From 1980 to 1992 he was founding Director of the Ryerson International Development Centre at Ryerson University, Toronto. His company, which was established in 1992, specializes in: political economy and social analysis: advisory work in public policy development, institutional and organizational assessment and strategic planning: and, sector and program/project review and evaluation. A particular focus is state-building in post-conflict societies and countries in transition. The consulting practice also undertakes work on program and project design, monitoring and evaluation, in Canada and internationally. Geographic regions of engagement: East and SE Asia, particularly China and Vietnam; also, Mongolia, Indonesia, Malaysia, Philippines, Thailand and Cambodia; Central Asia, especially Kyrgyzstan and Kazakhstan; South Asia (Bhutan, India, Pakistan and Sri Lanka); Russia; East and SE Europe, particularly former Yugoslavia; Arab States, especially Palestinian Territories; also: Bahrain, Jordan, Kuwait,Qatar, Saudi Arabia and Yemen; Africa (selected: Ethiopia, Liberia, Nigeria, South Africa and Zimbabwe); Caribbean: Barbados and Jamaica. SpecialtiesProgram and project design, monitoring, review and evaluation; strategic policy development; international cooperation strategy; sector planning and review; institutional assessment and organizational planning. Main substantive spheres of engagement include: democratic governance, rule of law, social development; civil society development, and strengthening community institutions; cross-sectoral program integration; and, strengthening inter-agency and inter donor cooperation in joint programs.
