International development expert in development economics, policy analysis, public financial management (PFM), aid management, regional integration, M&E, institutional reform and capacity development (including sensitivity to cultural, political, gender, environmental issues of development) as DFID staff (UK and Nigeria/West Africa), and advisor/inline with Governments in Pacific, Asia, Africa and Caribbean, with particular understanding of small island developing countries.   • supporting Public Financial Management reform across government, from strategic planning to implementation levels, including input to PEFA assessments, and tracking reform progress
  • leading formulation of national/strategic plans, based on situational analysis, linked to improved corporate plans and budgets for better implementation
  • developing guidance for clear results framework, supporting more integrated and consistent links from the strategic level, through sectors, to institutional level plans and budgets, including links to staff plans
  • clarifying and articulating SMART Key Performance Indicators, consistent with the levels of the results framework (especially distinction between outcomes, outputs and activities), improved performance gap analysis/diagnosis, with better links to data collection and M&E
  • improving fiscal sustainability: policies for expenditure and taxation, consistency with monetary policy, government budgeting (line, output, GFS, reform of, local and aid, cash and in-kind, budget support, chart of accounts) and in balance with corporate plans, design of fiscal consistency frameworks linked to macro, debt and aid scenarios
  • improving loans and national debt policy, management and recording, with improved linkages to macro debt ratios and linkage to fiscal sustainability
  • clarifying and developing the project cycle: consultation with clients, identification of performance gaps and diagnosis of reasons, formulation of solutions, appraisal, monitoring and evaluation of projects in most sectors, supporting improved aid coordination, links between development and recurrent budgets, and support to plans
  • improving aid effectiveness: improved aid policy, development assistance negotiations, administration and management (including donor forums) for improved aid effectiveness, development partner coordination and joint funding such as budget support, covering most of the major multi- and bi-lateral development partners
