- Long years successful planning experience in the State Planning Organization of Turkey (SPO) (current the Presidency of Republic of Turkey, Head of Strategy and Budget)) on governmental policies and issues related to regional and rural development.
- Worked with international donor agencies such as EC, World Bank, IFAD, OECD, UNDP.
- In depth experience of identification, preparation, implementation, coordination, monitoring and evaluation of rural and regional development and community-based development projects.
- Highly experienced with EC programmes, processes and procedures covering all phases of project management cycle (from launching grant scheme, to assisting the beneficiaries in preparation of grant proposals and in procurement by EU PRAG rules and implementation of grant projects and monitoring and evaluation stages)
- Broad knowledge of monitoring and evaluation assessments including cost benefit analysis, SWOT analysis and impact assessment, Participative Project Cycle Management, Result Based Management and Result Oriented Monitoring
- Gained experience on drafting RDP (Rural Development Plan which covered Agriculture, Fishery sectors and Community Development issues) and Local Development Strategies in compliance with the EU Rural Development Policies
- Knowledge on the LEADER approach which is an EU initiative to design rural development at the local level to revitalize community-led type projects through a wide process of participation of local communities with a linkage to respectful of environmental sustainability
- Worked with Regional Development Agencies of Turkey on the preliminary stages of assessment of the grant proposals proposed by the beneficiaries for the Financial and Operational Support Programmes launched by Regional Development Agencies as annual basis.
- Familiarity with sectoral approaches on social employment, education and social inclusion policies gained from involvement with “Human Resources Development Sectoral Operational Programme (HRD SOP)” which is supported by EU IPA funds.
