A senior development expert with more than 20 years of international experience in trade, SME development, development finance, strategic planning, and regional development.

Trade and SME development: 

• More than 15 years of professional experience in the field of SME and entrepreneurial ecosystem promotion (covering access to finance, skills, business environment and services, business plan development and firm linkages)
• Specific experience in growth hubs planning and management in the Balkans and East Africa (covering the design and development of Trade and Logistics Clusters, Growth Hubs and Industrial Parks, including the design of PPP and BoT arrangements)

Development finance:

• Structuring and development of European Funds for South East Europe (efse.lu). The fund provides project finance for businesses and households with a high focus on environmental standards (EU/KfW, 2004-7)
• Structured public-private co-funding arrangement for green energy infrastructure, water desalination facilities, wastewater treatment and waste management infrastructure for Eco-industrial projects on Mombasa Coast and Uganda Jinja region. (DFID/Trademark 2016, 2019/20)
• Design of trust funds for financing of public investments for Environmental Protection in Niger Delta (2012) and Maldives (1998/99);
• Structured development grants and impact investment funds, including establishing PPPs SPVs in various sectors including agriprocessing, energy, technology, and tourism (Western Balkans, East Africa) 

Strategic planning and public finance:

• Advised on design and management of public investment programmes and programme-based budgets. (BiH, Montenegro, Serbia, Palestine, Kenya)
• Design sector strategies and programmes for agriculture and agri-processing, energy industry, tourism, and other services) and investment projects with Eco features (Western Balkans, East Africa)
• Designed and published Strategic Planning Manual for public sector institutions in BiH (UNDP, 2011). 

Regional and local development

• Design of the infrastructure investment programme for Growth Hubs – Mombasa port, Industrial zones, local roads in Kenya and Uganda
• Design and implemented of the Public Investment Management Programme in BiH including state and municipal level infrastructure projects, CBA and prioritisation, harmonisation with local development plans.
• Facilitated BOT between Dutch and Croatian investors in the water sector in Town of Dubrovnik
