About

Hachim El Ayoubi holds a Master Degree in Resources management and marine policy. He works as an international consultant and lead specialist in institutional development, program formulation and project evaluation mainly in Africa. He possesses over 22 years of strong experience in project management and competencies in analysis, planning, performance evaluation of projects in the field of sustainable development and capacity building. He was the Executive Secretary of an inter-governmental cooperation organization regrouping the 22 African states, advising governments and senior public officials to implement regulations and policy related to blue economy, fisheries management and coastal conservation. His areas of specialization include developing strategic plans and project management related to governance, climate action, fisheries management, ocean governance, blue economy, trade negotiations, regional integration, rural developement, food security, value chain, fiscal reform and public policy assessment.

He carried out several evaluations of large programs funded by EU, FAO, ACP and the World Bank at regional and national level (SmartFish II program - 20 countries covered, World Bank Project for West Africa as well as the assessment of the strategic plan for ACP countries). He also formulated pratical recommendations and lessons learnt for increasing the value and profitability generated by natural resources and the proportion of that value captured by the countries (WARF- World Bank Project). He is the main author of documents on climate action in Africa, climate mobility, trade regulations, blue economy, fisheries governance, MCS, public policy adaptation to climate change, fiscal reform and poverty reduction.
