About
A water resources management specialist with over 20 years of experience in IWRM, irrigation system rehabilitation, local governance, resource conservation, potable water supply, building construction, small bridges and culverts, primary and secondary education, college teaching, primary health care, and cultural preservation in Micronesia, Nepal, India, Pakistan, Afghanistan, and China.
Until August 15, 2021 I was the Team Leader on an ADB project in Afghanistan, the Panj Amu River Basin Sector Project (PARBSP) designed by ADB to promotes economic stability and prosperity. Unfortunately, the Taliban took over the government of Afghanistan on August 15, 2021 which meant that our project ended before its scheduled completion date of December 2022 and my position ended as well.
The PARBSP was primarily a capacity building project to improve coordination between concerned national water related ministries, regional agencies, and local Water User Associations. The project included rehabilitation and upgrading of selected irrigation systems in the basin and also had a watershed protection component. For another PARBSP activity I was the main advisor to the National Water Affairs Regulation Authority for the Panj Amu River Basin Transboundary Agreement between Afghanistan and Tajikistan. That activity was about to have the first meeting in Dushanbe between the Working Groups of Afghanistan and Tajikistan but this activity was cancelled in July 2021 by Tajikistan over concerns over increasing insecurity in Afghanistan as the Taliban made its advances.
Other project experiences are:
- In Uzbekistan from 2013 – 2018 I was an intermittent Team leader for the World Bank Ferghana Valley Water Resources Management Project.
- In Nepal in 2016 – 2018 I was an intermittent Team Leader for the World Bank Water Resources Management Project, Irrigation Management Transfer component.
- From 2011-2014 I was the Team Leader on a previous ADB project in the Hari Rud river basin of Afghanistan, the Western Basins Water Resources Management Project.
- In Nepal in 2007-2009 I was the COP Tetra Tech ARD for the USAID Nepal Government Citizen Participation Project (NGCPP), a USAID post-conflict project to help the Government of Nepal re-establish legitimate and effective security and governance in Nepal's Terai districts to combat the potential of a fractured Nepal.
My primary project experience has been in leading multi-disciplinary teams of international and national specialists in implementing these projects that take a multi-level governance approach to improving the capacity of small and regional river basin councils to identify and address water management issues; and support national governments to improve regional collaboration, effective joint water management practices, and legal/regulatory improvements.
I have well-developed representational skills, experienced in managing and giving guidance to a staff of local hires and expats, and accustomed to communicating with counterpart host country officials in project design, contract negotiation, and field implementation under remote and difficult field conditions. Language skills include Chinese, Tibetan, and Nepali.
