About
Experienced project leader with more than 6 years’ professional experience in technical assistance projects /EuropeAid/ as Team Leader/Key Expert 1:

o Team Leader/Key Expert for EuropeAid project “Improving the Working Conditions” (2022-2023, in North Macedonia), 855 thousand EUR project budget, leading the team of senior and junior non-key experts – with overall objective to encourage formal job creation and reduction of undeclared jobs and stimulate higher economic activity of women in the labour market;
o Team Leader/Key Expert for EuropeAid project “Support to Labour Inspectorate for Fighting Against Undeclared Work” (2018-2021, in Kosovo), 900 thousand EUR budget, leading the team of senior and junior non-key experts – with overall objective to increase formal employment in Kosovo (project activities related to undeclared work and occupational safety and health issues);
o Team Leader/Key Expert for EuropeAid project “Support to the Labour Inspectorate” (2013-2015, in Kosovo), 942 thousand EUR budget, leading the team of senior and junior non-key experts – with objective to improve legal compliance of employers and companies with labour laws and occupational safety and health legislation with EU Acquis in order to improve the occupational safety and health situation of employees working in the private sector of Kosovo;
- 9 years’ professional experience in the State Labour Inspectorate of the Republic of Latvia in key positions related to implementation of large-scale European Social Fund (ESF) projects in the area of occupational safety and health, public relations and awareness-raising, training;
- Team Leader for ESF project - “Development of the System for Supervision of Occupational Safety and Health and Legal Labour Relations” (2004-2007), 1.6 million EUR budget, 11 staff members – with objective to improve monitoring of occupational safety and health and legal labour relations through improved short-term & long-term strategic planning, organizational set-up, modernization through capacity-building, training programs, public awareness;
- More than 14 years’ professional experience working in public administration (mainly with State Labour Inspectorate of the Republic of Latvia, also Riga Technical University);
- Extensive experience in coordination and implementation of EU-funded projects providing technical assistance to the State Labour Inspectorate of the Republic of Latvia:
- EU Phare Spain–Latvia Twinning project - Further Approximation of Legislation and Enhanced Institution Building
- EU Phare project - Improvement of Working Environment in Private and Privatised Enterprises
- Work Life and EU Enlargement project - Implementation of Occupational Health and Safety Management System in Latvia
- ESF project - Improvement of the Inspection of Legal Labour Relations and Occupational Safety and Health
- ERDF project - Establishment of SLI Information Centre & Ensuring Working Conditions with the Assigned
Functions
- Experience in strategic planning, including elaboration of internationalization strategy for Riga Technical University, project communication and visibility strategies, institutional strategy for Labour Inspectorate and in field of occupational safety and health (in the frame of EuropeAid projects in Kosovo);
- Experience in planning, organizing and conducting training activities (including training needs assessment) in fields of labour inspection, occupational safety and health, unregistered employment issues;
- Experience in organizing national and international events and campaigns, for example, European Weeks for Safety and Health at Work initiated by the European Agency for Safety and Health at Work, campaigns and conferences of Labour Inspectorate, university events (international weeks, summer and winter schools, etc.);
- Experience in preparation of project proposals/methodologies and their implementation (ESF, ERDF, TF, EuropeAid, Erasmus+ etc.) on occupational safety and health, labour inspection, labour relations, unregistered employment, higher education, and social protection issues;
- Experience in working with the social partners’ organisations in Latvia (trade unions, employers’ confederation) at the National Information Board of the European Agency for Safety and Health at Work and EU structural fund projects activities (training, inspection and awareness raising campaigns on occupational safety and health, labour relations and unregistered employment issues) and Kosovo;
- Strong drafting skills, for example, reports, rationales, guidelines, etc.;
- Previous project planning and team management experience with excellent written and verbal communication skills, ability to lead and motivate, high level of organizational skills and attention to detail, ability to work under pressure and meet deadlines.
