About
- Twenty-three (23) years involvement in accreditation from 1992 onwards when I established an accreditation function for laboratories within the South African Bureau of Standards (SABS) which was later transferred to a newly established Accreditation Body in 1995/96 (the National Laboratory Accreditation Service [NLAS] which was later transformed into SANAS). I assisted NLAS/SANAS with provision of advice and establishment of training courses for Assessors and for the SADC Accreditation Service (SADCAS). I was also a Board Member of SANAS for 4 years and a de-facto management member of the Ethiopian National Accreditation Office (ENAO) for 3 years (2011-2014).
- Allocated as Accreditation Advisor by GIZ to the Ethiopian National Accreditation Office (ENAO) which involved HR management (selection; training and screening Accreditation personnel) including the ENAO Council; permanent staff and assessors; strategic management in terms of revising the legislative framework and identifying market penetration strategy including ILAC and IAF membership; and management and operational system establishment in accordance with ISO/IEC 17011.
- Registered as a Lead Assessor with the National Laboratory Accreditation Service NLAS (which became the South African National Accreditation System-SANAS) 18 April 1997. Reg No: 96/015
- Team Leader of a 6-month project “Capacity Building to strengthening the Mauritius Accreditation Service (MAURITAS) and national conformity assessment bodies” in Mauritius. This was an EU-ACP TBT Project, the focus of which was to evaluate and strengthen MAURITAS and CABs.
- Established the Ethiopian National Accreditation Office (ENAO) through the GIZ-NQI programme in compliance with ISO 17011 in 2011. ENAO is now an ILAC Associate Member and due to be peer-evaluated for full membership in 2014. Established a team of local Ethiopian consultants to assist CABs to become accredited by ENAO. The consultancy programme continues and has resulted in a significant rise in accredited facilities with particular emphasis on medical laboratories. Currently there are 60 laboratories under consultancy with approximately 20 that have been assessed and awarded accreditation to date.
- Assisted SADCAS’ development through the EU-SADC project 2009-20011 by training assessors and laboratory managers in ISO/IEC 17025; ISO 15189; ISO 17020, and ISO 17021.
- Established a Training and Consultancy Network company called Quality Africa Network (Pty) Ltd (quality-africa.com) which focuses on the provision of a diverse range of courses and consultancy in Standards, Metrology, Accreditation, Conformity Assessment; Technical Regulations and general management.
- Managed the implementation and commissioning of a Laboratory Information Management System (LIMS), Labware, in the SABS laboratories.
- Designed and established the SABS WaterCheck Proficiency Testing Scheme in 1993 which is still in operation and attracts more that 150 laboratories worldwide.
- Presented training to the Transtec EU-Indonesia Trade Programme for establishment of Proficiency Testing Schemes in support of accreditation.
- Thirty-four (34) years in business management up to senior and executive level – involved in strategic, change, quality and project management.
- Extensive experience in dealing with ministries of trade in South Africa, SADC and Ethiopia and in support of their relevant agencies: Dept of Trade & Industry: SA; SADC; Ministry of Trade (Ethiopia); Ethiopian Chamber of Commerce; Addis Ababa Chamber of Commerce and Mekelle Chamber of Commerce (>10 years experience).
- Business development and marketing of all services is a core attribute and has been central to the success of the SABS Commercial ventures and more recently to the success and rapid deployment and recognition of the Ethiopian National Accreditation Office (ENAO). Business development and marketing were reporting functions in my last position at SABS and were core responsibilities in previous positions at SABS. More recently, business development and marketing for ENAO was essential for its current success (>10 years experience)
- Management of diverse stakeholders from government to business and service providers: In South Africa various projects required management of diverse stakeholders ranging from: management of the commercial activities of certification, testing and inspection; to project development and initiation of a new 10 000 sq metre laboratory complex; to the establishment of a new accreditation body in Ethiopia. All require management of diverse stakeholders ranging from project or institutional shareholders, funding agencies, staff, beneficiaries, clients and service providers (>10 years experience).
- Extensive experience in the fields of Quality, Accreditation, Conformity assessment, and Standardization (36 years experience):
- Conformity assessment since 1979 in the management of laboratories in the fields of natural and engineering sciences and also in the management of certification and inspection services from 2004-2007;
- Accreditation since 1992 in terms of accreditation of laboratories and involvement in the establishment of accreditation bodies;
- Standardization from 1985-1998 in terms of participation in relevant ISO and National Technical Committees and in chairing relevant ISO and National interventions related to standardization;
- Development of national and regional Quality infrastructures since 2009 in EU funded and GIZ/PTB funded projects.
