About
First joining Abbott in 2012 as part of the Global Government Affairs team, Jose rejoined Abbott’s International Government Affairs in 2019 after a five-year stint as an independent consultant on geopolitical-security issues in the Asia-Pacific region. His current role includes the development of strategies and the delivery of priorities on a range of policy and advocacy efforts, as well as managing complex trade issues impacting the company and deepening engagement with key government officials, both US and foreign.
Jose was part of the Philippine Foreign Service for 25 years, serving in various capacities in several locations around the globe, including in the Philippine Permanent Mission to the United Nations in New York (1993-2000), the Philippine Embassy in Washington, D.C. (2003-2012), and with short-term postings at the Philippine Embassy in Beijing (1992-1993) and the Philippine Consulate General in Hong Kong (1993). While in the Home Office in Manila, Jose served in the Offices of Asian and Pacific Affairs, ASEAN Affairs, United Nations and International Organizations, and the Office of the Secretary of Foreign Affairs. In those positions, he was directly involved in the formulation of strategic policy analysis on apartheid, ASEAN; APEC; human rights; social and sustainable development, peacekeeping and peace-building issues, and international/global trade. He also represented the Philippines in the World Bank, the International Monetary Fund, and the Global Environment Facility as an Advisor, and as the Alternate Representative to the International Telecommunication Satellite Organization (ITSO). Jose was also seconded to the United Nations Transition Administration in East Timor (UNTAET) in Dili, East Timor as a Civil-Political Affairs Officer. He served as Sherpa and Note-Taker to two former Philippine Presidents, as well as former Philippine Secretaries of Foreign Affairs.
Jose is a member of the Washington Intergovernmental Professional Group, a founding member of the Diplomatic Order of the Knights of St. Gabriel, and a reserve Lieutenant Commander in the Philippine Coast Guard Auxiliary Corps.
Jose earned his Bachelor of Arts degree in Political Science from De La Salle University in Manila, Philippines.
