Mr Philip Buckle – Biography Overview 2023

Mr. Buckle has a B.A. (Hons) in Geography and History and a Masters degree in Environmental Science  and has undertaken numerous professional courses in vulnerability assessment and capacity building, climate change and climate change impact assessment, impact and risk evaluation and management. He has over 25 years’ experience working in the fields of social impact and vulnerability and resilience climate change impact assessment, climate change adaptation and disaster risk reduction and He has worked extensively with national governments, UN agencies, International Financial Institutions, bilateral and multilateral donors INGOs, NGOs, civil society and community groups.

His experience includes working as a senior civil servant, having direct input into DRR and DRM policy development, planning and operations management which has given him experience and insight into the practicalities of DRR and CCA. He has had senior level direct input to vulnerability and resilience assessment programs, climate change impact and risk assessment policy, program development and program implementation and evaluation. He has led and developed operating protocols for vulnerability and resilience assessment at local and national levels, social support, recovery from hydrometeorological and environmental impacts and disasters and capacity building at community, local government and national agency level. He also coordinated and managed government and other stakeholders’ response to disasters and climate impacts including wildfire, flood, storm, landslides, salinization, earthquake, drought, animal disease and insect infestations.

His work over 25 years spans leadership as a senior Government official, an academic and researcher and a senior consultant and Team Leader. He has managed disaster risk reduction programs and contributed to national policy in vulnerability and resilience assessment, relief and recovery management and comprehensive disaster risk management. He has developed and conducted training and capacity building programs for communities, agencies and government departments. He has also designed evaluation programs and methodologies to assess disaster risk reduction policies and programs and project efficacy in rural and urban settings with significant emphasis on infrastructure and communities.

He has led senior international and national program development, capacity building and monitoring and evaluation teams in Australia, Turkey, Tajikistan, Kyrgyzstan, Kazakhstan, Georgia, Armenia, the Dominican Republic, Zimbabwe, Tanzania, Mozambique, Indonesia, Bangla Desh, India, Sri Lanka, Vietnam, Laos, Mauritius and other countries. He has a demonstrated record of working very effectively with national Governments and their agencies, diverse organisations and communities.

He has worked extensively with Governments to ensure that their Disaster Risk Reduction and Climate Change Management policies, programs and structures and arrangements are appropriate to the national risks. He has also worked to support capacity building programs for Government agencies, the private sector and with civil society and community groups. He also has a substantial international reputation in developing and applying new approaches to risk assessment and the development, implementation, monitoring and evaluation of policy and program effectiveness.

He has worked across the disaster management, risk assessment, modelling and forecasting domains, and social, economic, agriculture, infrastructure, water, energy, natural resource and environment sectors. His work has been applied from international to national to local/community/household levels and from urban to rural to remote areas and has included the integration of these to develop options, policies and programs aimed at reducing impacts and risks and enhancing wellbeing and sustainability.
