About
· He has 20 years of professional experience in the areas of Sustainability, Climate Change Mitigation and Adaptation, Energy, Circular Economy, Waste, Environmental Education & Communication, Public Participation & Engagement, and Monitoring and Evaluation. He has worked in all Project Cycle Management stages (identification, formulation, implementation, and evaluation) in 100+ projects across various sectors (residential, industrial, tourism, construction, agriculture, etc.) carried out in 40+ countries across the 5 continents. He has field work experience in Africa, Asia, the Caribbean, Europe, the South Pacific and Central and South America.
· In the past 11 years he has worked for a number of international institutions, including: the European Commission (DG CLIMA, DG INTPA, DG NEAR, EU Covenant of Mayors, and EASME), EU Delegations (Hanoi, Lima, Managua, Mexico, Santo Domingo, Ulan Bator), the Global Center on Adaptation, the French Development Agency, the EEA Grants, the UNDP, the IADB, the AfDB, the ADB, the WB, and the UNEP/MAP Regional Activity Centre for Sustainable Consumption and Production.
· As a technical consultant and policy advisor, he has over 10 years’ experience working for cities and regions in the field of environmental, climate change, and sustainable urban development mainstreaming, developing Local Agenda 21, Sustainable Energy Action Plans (SEAPs) and Climate Change Strategies for over 40 local governments in 14 countries (Argentina, Belize, China, Cook Islands, Croatia, France, Greece, Italy, Kiribati, Malta, Morocco, Palestine, Spain, Trinidad and Tobago). Some major achievements area the development of the Green Deal sections of the EU Multiannual Indicative Programme (MIP) in Peru 2021-2027, the deployment of the Green Deal sections of the MIP 2021-2027 in the Dominican Republic, the production of the National Integrated Waste Management Plan of Dominican Republic, the formulation and launch of the Team Europe Initiative Peru-Circular Transition (including its two working groups: Circular Economy and Sustainable Cities), the development of a 14 MEUR Action Document on Circular Economy for the EUD in Peru, a 13 MEUR Action Document/Budget support programme for the EUD in the Dominican Republic on Circular Economy and/or Sustainable Consumption and Production (SCP), and the relaunch of the Mesa Verde (Peru Ministry of Environment’s international donor coordination committee on environmental topics). Also, he project-managed (acting as a temporary Team Leader) of the ‘Caribbean Climate Smart Islands Program’ (IADB-funded). He also project-managed the ’Carbon Footprint Measurement and Revision of CC Strategy of Barcelona Metropolitan Area’ (a public body that serves to a population of over 4 million inhabitants), and the ‘Monitoring & Evaluation plan of the Climate Change Action Plan of Buenos Aires’ (4+ million inhabitants).
· He has over 1 year experience experience in Climate Adaptation and Climate Disaster Risk (CDR) Management field with the elaboration of Climate Risk and Vulnerability Assessments for Solar Photovoltaic and Floating Photovoltaic projects in Bhutan, Kiribati, Spain, Tonga, and Tuvalu and Climate Risk and Vulnerability profiles for the PIC-11 countries (Cook Islands, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu). He has developed climate adaptation guidelines (including nature-based solutions) for solar assets in the Sahel Region (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal, and Sudan). He has also ROM reviewed projects in the climate adaptation and CDR field in Latin America (two assignments in the Dominican Republic and one in Nicaragua). He has also results-reported 23 EU-funded projects on climate change mitigation and adaptation, disaster risk reduction and energy efficiency and renewable energy (managed under DG DEVCO Unit C06, today DG INTPA).
· He has long-track experience working in the energy field, as a project manager in the implementation of LocalSustainable Energy Action Plans, developing Climate Risk Assessments for Solar PV Energy Plants (Bhutan, Kiribati, Spain, Tonga, and Tuvalu), as an evaluation and ROM expert, as a technical consultant and as a Technical and Communications adviser at efergy technologies, among others. He designed, managed and implemented ‘Sabadell’s (200k+ inhabitants) energy saving programme in the domestic sector using energy monitors’, recognised by the European Commission with the ManagEnergy Local Energy Action Award 2011. He also collaborated in the design of San Sebastián's energy saving/efficiency programme in the domestic sector using energy monitors. He acted as Head of Marketing of efergy technologies, a UK/China-based leading manufacturer of energy saving and monitoring devices. He also co-led the development of a roadmap for the energy rehabilitation of the building stock of the city of Barcelona; has overseen the elaboration of the Social and Environmental Impact Assessment of an On-Grid Solar Photovoltaic development in Palestine; oversaw the work of the energy experts in the project ’Low Carbon Business Action in Brazil’; and ROM-monitored energy projects in Mongolia, Paraguay, and Vietnam.
· He has extensive experience in the design, development, and implementation of 6 SEAPs, in the framework of the European Covenant of Mayors, working for 6 signatories as a project’s manager and technical consultant, representing over 569k inhabitants. Each project included: GHG inventory elaboration, development of the baseline scenario, definition of the strategic objectives and goals, development of the action plan, mapping of funding opportunities, organization of public engagement workshops for public presentation and citizen participation, and the monitoring and evaluation plan.
· As a monitoring and evaluation specialist, he has worked as a CSR internal auditor for multinational corporations; as an evaluator and revisor of LIFE Clima grant proposals in the fields of Climate Change Mitigation and Adaptation, Communications and Governance; as an assessor of Concept Notes and Full Proposals in the field of Sustainable Consumption and Production for the SWITCH-Asia II programme; and as a Results Monitoring Expert (ROM) on Climate Change evaluating projects and programmes financed by the EU for Asia and Pacific, Latin America, Caribbean, and Centrally Managed Thematic Interventions. He has also been responsible of the production of the report of the ‘External Monitoring and Evaluation for the European Union Regional Trust Fund in Response to the Syrian Crisis, the Madad Fund’; and has set up and implemented ‘Monitoring & Evaluation plan of the Climate Change Action Plan of Buenos Aires’ in Argentina.
· As a communications specialist, he has long track experience in the environmental communication field, with more than 14 years’ experience in projects related to environmental communication/education, 7 years’ experience as a blogger and brand ambassador in the Environmental, Sustainability and Climate Change field, 6 years’ experience as an online media entrepreneur and Director/CEO, and 7 years holding the position of Communications Manager and Marketing Manager. Tech and Internet-savvy, he has designed and developed 10 websites (including graphic design), including blogs, corporate websites and organizational intranets. He has designed and implemented Communication plans for several organizations from 3 to 24 staff members. He has designed, developed, and produced communicational and educational materials including offline and online magazines, offline and online presentations, e-newsletters, posters, banners, leaflets, pamphlets, websites, microsites, web infographics, websites, microsites, etc.
· As a public participation and engagement consultant, he has extensive experience designing and facilitating public participation processes with over 90 sessions designed, organised, and conducted in the framework of local and regional strategic environmental planning processes in the fields of water, energy, waste, and climate change. He has designed and supported the elaboration of consultation plans and assisted in the organisation of 8 national dialogues for the development of Suriname’s and Barbados’ NDCs (Nationally Determined Contribution). He also prepared the ‘Proposal for the creation of a Buenos Aires Climate Council’; conducted over 30 workshops in the framework of the EU Water Framework Directive consultation in Catalonia; he developed, organised and facilitated a series of Technical Workshops to set up a new policy on the Renovation of the Building Stock of the city of Barcelona and the Revision of the Barcelona Metropolitan Area Nearly-Zero Energy Buildings Strategy (NZEB) for public schools.
· As an education specialist, he was head of educational teams (supervision, training and capacity building) in some of the most important environmental and scientific and nature conservation museums in Spain (Museo CosmoCaixa Barcelona –Awarded as European museum of the year 2006-, Museo CosmoCaixa Madrid, Centre de Natura Planes de Son-Museu Natura Pirineus). He has worked, as a Technical Director, in the supervision and development of the Master Plan of the Sewage Museum of Barcelona, (Nov 2006 – Jun 2007); and the supervision and development of the Master Plan of the Montjuïc’s Park Interpretation Centre on Nature Conservation and Biodiversity (Nov 2006 – Jun 2007).
· He has strong oral and written communication skills. In Nov 2014, he spoke at TEDxLeón becoming the 5th most watched speech (>163k views) of the history of the event (among 10 editions). He has designed Social Media strategies for various organisations in the field of Environment and Sustainability and managed accounts from 150 to over 3 million followers.
