Announcement of the "Humanitarian Aid 2023" competition

The Minister of Foreign Affairs, acting on the basis of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2021, item 305, as amended),

announces an open call for proposals under the name
"Humanitarian Aid 2023"

1. Type of public task - humanitarian aid

The aim of the competition is to select the best offers with proposals for public tasks (projects), including the implementation of humanitarian and humanitarian activities with elements of development activities (for Ukraine) and modular offers with proposals for public tasks (projects), including the implementation of humanitarian activities (for countries in the Middle East and Africa ), in accordance with the assumptions of point 2.1 of the Competition Regulations.

2. The amount of funds allocated for the implementation of the public task

The budget of the competition is PLN 12,000,000.00 (say: twelve million zlotys).

3. Rules for awarding subsidies

Entities referred to in Art. 127 sec. 1 point 1 lit. a, e of the Act of August 27, 2009 on public finances, meeting the requirements set out in the Competition Regulations, i.e. non-governmental organizations, in accordance with Art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2020, item 1057, as amended), and entities listed in art. 3 sec. 3 of this Act, as well as local government units. The catalog of entities is specified in detail in the Competition Regulations in point 3.

4. Deadlines and conditions for the implementation of a public task

The implementation of the task may start not earlier than on January 1, 2023 and end not later than on December 31, 2023.

In the case of the second module of modular offers, tasks may be started no earlier than from 1 January 2024 and should be completed no later than 31 December 2024.

The conditions for the implementation of public tasks are specified in the Competition Regulations.

5. Information on the results of the implementation of a public task

Bidders are obliged to indicate in the offer the assumed results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Deadline and manner of submitting bids

The tender should be submitted in an electronic version by May 15, 2023, 4:00 p.m., in the manner described in the Competition Regulations. Proposals received after the deadline will not be considered and will not be reviewed.

7. The mode and criteria used in making the selection and the deadline for selecting tenders

The procedure and criteria used in the selection of tenders are specified in the Competition Regulations.

Information on the entities that have been qualified for grants in the competition will be published by July 14, 2023 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the website https://www.gov . pl/web/diplomacja/ and on the website https://www.gov.pl/web/polskapomoc .

8. Public tasks of the same type and related costs carried out by the Ministry of Foreign Affairs in the current year and in the previous year

This year, the Ministry of Foreign Affairs will finance a public task in the field of humanitarian aid - "Humanitarian Aid 2022" - module II for 2023, for the implementation of which the amount of PLN 4,487,216 was allocated (in words: four million four hundred and eighty seven thousand two hundred and sixteen zlotys 00/ 100).

In the previous year, the Ministry of Foreign Affairs financed a public task in the field of humanitarian aid - "Humanitarian Aid 2022", for which the amount of PLN 14,450,517.41 (in words: fourteen million four hundred and fifty thousand five hundred and seventeen PLN 41/100) and "Humanitarian Aid 41/100" were allocated. 2021”-module II for 2022, for the implementation of which the amount of PLN 11,159,324.60 was allocated (in words: eleven million one hundred fifty nine thousand three hundred and twenty four zlotys 60/100).

9. Important information about the competition

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition and the method of providing the template of the offer and the necessary attachments are specified in the Regulations of the competition (together with two attachments: a template of the subsidy agreement and guidelines for bidders), will be published in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs:
