American Samoa is an unincorporated territory of the United States with an economy traditionally anchored in tuna processing and government employment, and its development strategy increasingly emphasises modernising infrastructure and diversifying economic activity. Recent territorial programmes have advanced numerous transportation and community infrastructure projects, expanded broadband and digital connectivity, and mobilised U.S. recovery funding to support capital improvements and economic resilience. Continued investment in infrastructure, economic diversification beyond fisheries, and expanded financial sector capacity are seen as important to enhancing long-term growth and reducing dependency on federal aid.

Guam is an unincorporated territory of the United States with an economy anchored in U.S. federal spending, defence activity and tourism. Ongoing U.S. military realignment projects have significantly expanded infrastructure investment, including port, utilities and housing upgrades. Development priorities include strengthening energy resilience, modernising water and wastewater systems and diversifying tourism markets. While federal funding supports capital development, Guam’s economic performance remains sensitive to external demand shocks and geopolitical dynamics in the Indo-Pacific region.
