Zaproszenie dla organizacji pozarządowych i innych podmiotów prowadzących działalność pożytku publicznego w sprawie zgłaszania kandydatów na członków komisji konkursowej w otwartym konkursie: „WSPÓŁPRACA Z POLONIĄ I POLAKAMI ZA GRANICĄ – INFRASTRUKTURA POLONIJNA 2023 II” / Invitation for non-governmental organizations and other entities conducting public benefit activities regarding the submission of candidates for members of the competition committee in the open competition: "COOPERATION WITH POLISH DISTRIBUTION AND POLES ABROAD - POLISH DISTRICT INFRASTRUCTURE 2023 II"

In connection with the implementation of the Act on Public Benefit Activity and Volunteerism, the Ministry of Foreign Affairs invites you to submit candidates for members of the competition committee in the open competition " Cooperation with the Polish Diaspora and Poles Abroad - Polish Community Infrastructure 2023 II" .

Candidates will participate in the works of the competition committee as representatives of non-governmental organizations or entities listed in art. 3 sec. 3 of the Act on Public Benefit and Volunteer Work (Journal of Laws of 2023, item 571, as amended).

1. Method and deadline for submitting candidates:
   Persons interested in participating in the works of the competition committee send a completed and signed Application Form for a member of the competition committee of the Ministry of Foreign Affairs  "Cooperation with the Polish Diaspora and Poles Abroad - Polish Diaspora Infrastructure 2023 II" , in accordance with the template constituting Annex A to this invitation .

The form should be sent by July 18, 2023.
Methods of submitting the form to the MFA (selection - the date of receipt of the application by the MFA is decisive):

1. send in electronic form, with an electronic signature (qualified or through a trusted profile) via ePUAP to the address /MSZ/Skrytka or /MSZ/SkrytkaESP, with the following in the subject line: "Cooperation with the Polish Diaspora and Poles Abroad - Polonia Infrastructure 2023 II" - candidate application ,
2. send the original by post or courier to the following address:
   Ministry of Foreign Affairs
   Department of Cooperation with the Polish Diaspora and Poles Abroad
   al. J.Ch. Szucha 23, 00-580 Warszawa
   with a note on the envelope: "Cooperation with Polonia and Poles abroad - Polonia Infrastructure 2023 II" - candidate's application ,
3. submit the original to the Registry Journal of the Ministry of Foreign Affairs, located at al. J.Ch. Szucha 21, entrance from ul. Litewska,
   with a note on the envelope: "Cooperation with the Polish Diaspora and Poles Abroad - Polonia Infrastructure 2023 II" - candidate's application .

The Registry Journal is open from Monday to Friday from 8:30 to 16:00. The Registration Journal is closed on Saturdays, Sundays and other public holidays.

2. Requirements for candidates:
   Applications for candidates may be submitted by persons who have been indicated by a non-governmental organization or an entity listed in art. 3 sec. 3 of the Act on Public Benefit Activity and Volunteerism for the work of the competition committee in the competition: "Cooperation with the Polish Diaspora and Poles Abroad - Polonia Infrastructure 2023 II" .
    
3. Qualification for the competition board:
   In order to confirm their readiness to participate in the work of the competition board, candidates will be required to sign a declaration of participation in the work of the competition board (Annex B to this invitation).
   Members of the competition committee will be selected by the Ministry of Foreign Affairs from among the candidates, in accordance with the criteria described in point 2, taking into account the experience of individual candidates.
    
4. Exclusion from the competition committee:
   Before starting to evaluate offers, each member of the committee submits a declaration of no conflict of interest. The declaration template is set out in Annex C to this call.
   The provisions of the Act of June 14, 1960 - Code of Administrative Procedure regarding the exclusion of an employee shall apply to members of the commission.
    
5. Tasks of a member of the competition committee:
   The tasks of members of the competition committee include in particular:

• active participation in committee meetings and work in accordance with the agreed schedule,
• participation in the development of the commission's regulations,
• participation in evaluating submitted tenders based on the criteria set out in the competition regulations and in accordance with the commission's regulations,
• participation in the preparation of the final report on the work of the commission.

Participation in the work of the competition committee is free of charge, and its members are not entitled to reimbursement of costs incurred for participation in committee meetings.
Members of the committee will be obliged to maintain confidentiality on the terms applicable to members of the committee who are employees of the Ministry of Foreign Affairs and to return all received documents and materials.

6. Processing of personal data:
   Non-governmental organization or entity listed in art. 3 sec. 3 of the Act on Public Benefit Activity and Volunteerism, indicating candidates for a member of the competition committee in the competition: "Cooperation with the Polish Diaspora and Poles Abroad - Polish Diaspora Infrastructure 2023 II" in connection with the processing of personal data, undertakes to apply the provisions of the Regulation of the European Parliament and of the Council (EU) 2016/679 of April 27, 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (hereinafter: "GDPR"). 
   The following information is addressed to candidates indicated by a non-governmental organization or an entity listed in art. 3 sec. 3 of the Act on Public Benefit Activity and Volunteerism for the work of the competition committee in the competition: "Cooperation with the Polish Diaspora and Poles Abroad - Polonia Infrastructure 2023 II" and constitutes the performance of the obligation set out in Art. 14 sec. 1 and 2 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC, hereinafter referred to as " GDPR".
   1. The administrator, within the meaning of art. 4 point 7 of the GDPR, the Minister of Foreign Affairs is responsible for personal data, and the administrator is the director of the Department of Cooperation with the Polish Diaspora and Poles Abroad, based in Poland, in Warsaw at Al. J.Ch. Szucha 23.
   2.    3. The data was provided to the Ministry of Foreign Affairs by a non-governmental organization or an entity listed in art. 3 sec. 3 of the Act on Public Benefit Activity and Volunteerism in connection with the recruitment of candidates for members of the competition committee in the open competition of offers: "Cooperation with the Polish Diaspora and Poles Abroad - Polish Community Infrastructure 2023 II". Personal data will be processed by the Ministry of Foreign Affairs on the basis of art. 6 sec. 1 lit. c of the GDPR in connection with the recruitment of candidates for members of the competition committee in the competition: "Cooperation with the Polish Diaspora and Poles Abroad - Polonia Infrastructure 2023 II" in order to appoint the competition committee, in accordance with art. 15 sec. 2a and 2d of the Act on Public Benefit Activity and Volunteer Work.
   4. The scope of the processed personal data includes the data contained in the application form for a member of the competition committee, in accordance with the template constituting Annex A to this invitation.
   5. The data is protected under the provisions of the GDPR and may not be made available to third parties who are not authorized to access this data, and will not be transferred to a third country or to an international organization.
   6. Personal data will be processed until the results of the tender competition are announced: "Cooperation with Polonia and Poles abroad - Polonia Infrastructure 2023 II", and then stored for archival purposes, in accordance with the provisions of the Act of 14 July 1983 on the national archival resources and archives ( Journal of Laws 2020, item 164 as amended)
   7. The data subject has the right to control the processing of data, as specified in art. 15-16 of the GDPR, in particular the right to access your personal data and rectify them and in art. 17-19 of the GDPR, if applicable (the right to delete or limit processing).
   8. The data will not be processed in an automated manner that will affect decision-making that may have legal effects or similarly significantly affect it. The data will not be profiled.
