Announcement of the "Global Education 2023" competition

The Minister of Foreign Affairs, acting pursuant to the Act of August 27, 2009 on public finances (Journal of Laws of 2023, item 1270, as amended), announces an open competition for offers under the name: "Global Education 2023".

Type of public task: global education
The aim of the competition is to select the best modular offers with proposals for public tasks (projects), including the implementation of activities in the field of global education addressed to the Polish society, corresponding to the assumptions of the "Development Cooperation Plan in 2023".

Amount of financial resources allocated for the implementation of public tasks:
The competition budget is PLN 1,800,000.00 (in words: one million eight hundred thousand zlotys and 00/100).

Rules for granting grants:
Entities referred to in Art. may apply for a subsidy. 127 section 1 point 1 letter a, bie of the Act of August 27, 2009 on public finances, meeting the requirements specified in the Competition Regulations, i.e. non-governmental organizations, in accordance with Art. 3 section 2 of the Act of April 24, 2003 on public benefit activities and volunteering (Journal of Laws of 2023, item 571, as amended) and the entities listed in Art. 3 section 3 of this Act, as well as public universities, research institutes, the Polish Academy of Sciences, its scientific and organizational units and local government units. The catalog of entities is specified in detail in the Competition Regulations in point 3.

Deadline and conditions for the implementation of public tasks:
The implementation of the task may begin no earlier than September 13, 2023 and end no later than December 31, 2023. In the case of the second offer module, the tasks should be completed no earlier than January 1, 2024 and no later than on December 31, 2024

The conditions for the implementation of public tasks are specified in the Competition Regulations.

Information on the results of the implementation of public tasks:
Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

Deadline and place for submitting offers:
The offer must be submitted electronically by October 5, 2023, 4:00 p.m. , in the manner described in the Competition Regulations.

Offers received after the deadline will not be considered or subject to review.

The procedure and criteria used to select offers are specified in the Competition Regulations.

Information about entities that have been qualified to grant a subsidy in the competition will be published by November 8, 2023 in the Public Information Bulletin of the Ministry, at the Ministry's headquarters and on the websites https://www.gov.pl/web/dyplomacja/ and on website https://www.gov.pl/web/polskapomoc .

Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs:
This year, the Ministry of Foreign Affairs did not finance a public task in the field of global education.

In the previous year, the Ministry of Foreign Affairs financed a public task in the field of global education - "Global education 2021 - financing of projects that are part of a project co-financed from sources other than the budget of the Republic of Poland" (second modules), for the implementation of which the amount of PLN 248,518.00 (in words: two hundred forty-eight thousand five hundred and eighteen zlotys 00/100).
