Announcement of the "Polish Aid 2024" competition

The Minister of Foreign Affairs, acting pursuant to the Act of August 27, 2009 on public finances (Journal of Laws of 2023, item 1270), announces an open competition for offers called "Polish Aid 2024".

Type of public task – Polish development and humanitarian aid
The aim of the competition is to select the best offers with proposals for public tasks (projects), including the implementation of development activities in accordance with the assumptions of the Development Cooperation Plan in 2024.

The competition covers priority countries of Polish aid such as Ukraine, Moldova, Georgia, Palestine, Lebanon, Ethiopia, Kenya, Senegal and Tanzania. Activities for Palestine and Ukraine are subject to territorial limitations: Ukraine, excluding activities in the territory of parts of the Donetsk and Luhansk oblasts that are beyond the control of the government in Kiev and the annexed territory of the Crimean peninsula, as well as excluding areas where active hostilities are being conducted; Palestine: excluding Gaza Strip.

In the case of Ukraine, Palestine and Lebanon, development projects may include humanitarian activities to meet the key needs of the civilian population in 2024.

2. The amount of financial resources allocated to the implementation of a public task

The competition budget is PLN 48,000,000.00 (forty-eight million zlotys).

3. Rules for granting subsidies

Entities referred to in Art. may apply for a subsidy. 127 section 1 point 1 letter a, b, e of the Act of August 27, 2009 on public finances, meeting the requirements specified in the Competition Regulations, i.e. non-governmental organizations, in accordance with Art. 3 section 2 of the Act of April 24, 2003 on public benefit activities and volunteering (Journal of Laws of 2023, item 571), including non-public universities, chambers of commerce and agricultural chambers and entities listed in Art. 3 section 3 of this Act, public universities, research institutes, the Polish Academy of Sciences and its scientific and organizational units and local government units.

4. Deadlines and conditions for the implementation of a public task

The implementation of the task may start no earlier than June 1, 2024 and end no later than December 31, 2024.

In the case of modules II and III of modular offers, tasks may be started no earlier than January 1, 2025 and January 1, 2026, respectively, and should be completed no later than December 31, 2025 and December 31, 2026, respectively.

The conditions for the implementation of public tasks are specified in the Competition Regulations.

5. Information regarding the results of the implementation of the public task

Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Deadline and method of submitting offers

A properly prepared and completed offer must be submitted no later than April 18, 2024, 3:00 p.m., in the manner described in the Competition Regulations. Offers received after the deadline will not be considered or subject to review.

7. The procedure and criteria used to make the selection and the deadline for selecting the offers

The procedure and criteria used to select offers are specified in the Competition Regulations.

Information about entities that have been qualified to grant a subsidy in the competition will be published by June 20, 2024 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the website of the Ministry of Foreign Affairswww.gov.pl/web/dyplomacja , the website www.gov.pl/web/polskapomoc and the eGranty application egranty.msz.gov.pl .

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs

This year, the Ministry of Foreign Affairs is financing public tasks in the field of development assistance - "Polish development assistance 2022" - modules III for 2024, for the implementation of which the amount of PLN 8,623,375.25 was allocated (in words: eight million six hundred twenty-three thousand three hundred seventy-five PLN 25/100) and "Polish development assistance 2023" - modules II for 2024, for the implementation of which PLN 8,008,076.06 was allocated (in words: eight million eight thousand seventy-six zlotys 06/100) and in the field of humanitarian aid - " Humanitarian aid 2023” - modules II for 2024, for the implementation of which PLN 1,198,399.00 was allocated (in words: one million one hundred ninety-eight thousand three hundred ninety-nine zlotys 00/100).

In the previous year, the Ministry of Foreign Affairs financed public tasks in the field of development assistance - "Polish development assistance 2023", for the implementation of which the amount of PLN 14,902,129.19 (in words: fourteen million nine hundred and two thousand one hundred and twenty-nine zlotys 19/100), " "Polish development assistance 2022" - modules II for 2023, for the implementation of which the amount of PLN 16,118,286.60 was allocated (in words: sixteen million one hundred eighteen thousand two hundred eighty-six zlotys 60/100) and "Polish development assistance 2021" - module III for 2023, for the implementation of which the amount of PLN 12,261,450.50 was allocated (in words: twelve million two hundred and sixty-one thousand four hundred and fifty zlotys 50/100) and in the field of humanitarian aid - "Humanitarian aid 2023", for which the amount of PLN 10,733,353 was allocated , PLN 84 (in words: ten million seven hundred thirty-three thousand three hundred fifty-three zlotys 84/100) and "Humanitarian aid 2022" - modules II for 2023, for the implementation of which PLN 4,487,216.00 was allocated (in words: four million four hundred eighty-seven thousand two hundred and sixteen zlotys 00/100).

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and necessary annexes available are set out in the Competition Regulations (including annexes: guidelines for bidders and a sample subsidy agreement), published in the Public Information Bulletin at the registered office of Ministry and on the websites www.gov.pl/web/dyplomacja , www.gov.pl/web/polskapomoc and in the eGranty application egranty.msz.gov.pl .
