Announcement of the competition "Public Diplomacy 2024-2025 - European dimension and countering disinformation"

The Minister of Foreign Affairs, acting pursuant to the Act of 27 August 2009 on public finances
(Journal of Laws of 2023, item 1270, as amended), announces an open competition for offers:

"Public diplomacy 2024-2025 - European dimension and counteracting disinformation "

1. Type of public task

Public diplomacy

2. The amount of financial resources allocated to the implementation of a public task

PLN 4,900,000.00 (in words: four million nine hundred thousand zlotys 00/100)

3. Principles of granting subsidies:

The following may apply for a grant:

1. Non-governmental organizations registered in the Republic of Poland within the meaning of Art. 3 section 2 of the Act of April 24, 2003 on public benefit activities and volunteering (Journal of Laws of 2023, item 571) and the entities listed in Art. 3 section 3 above Act, i.e.:

a) associations,

b) foundations,

c) legal persons and organizational units operating on the basis of the provisions on the State's relationship with the Catholic Church in the Republic of Poland, on the State's relationship with other churches and religious associations and on the guarantees of freedom of conscience and religion, if their statutory goals include conducting public benefit activities,

d) joint-stock companies and limited liability companies and sports clubs that are companies operating under the provisions of the Act of June 25, 2010 on sports, which do not operate to make a profit and allocate all income to achieve statutory objectives and do not allocate the profit for distribution between its members, shareholders, shareholders and employees,

e) associations of local government units,

f) social cooperatives,

4. research institutes [2] .

4. Deadline and conditions for the implementation of public tasks

The task must be completed by:

- from July 1, 2024 to December 31, 2024 – module I,

- from January 1, 2025 to November 30, 2025 – module II.

The conditions for implementing a public task are specified in the competition regulations.

5. Information regarding the results of the implementation of the public task

Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results separately for each module.

6. Method, place and deadline for submitting offers

The offer must be submitted electronically by July 3, 2024, 3:00 p.m., in the manner described in the Competition Regulations. Offers received after the deadline will not be considered or subject to review.

7. The procedure and criteria used to select offers and the deadline for selecting offers

The procedure and criteria used to select offers are specified in the competition regulations.

Information about entities that have been qualified to grant a subsidy in the competition will be published in the Ministry's Public Information Bulletin, at the Ministry's headquarters and on the Ministry's website https://www.gov.pl/web/dyplomacja/ by August 30 2024.

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs

This year, the Ministry of Foreign Affairs is implementing a public task entitled: "Public Diplomacy 2024", for which a total amount of PLN 3,970,719.98 was allocated (in words: three million nine hundred seventy thousand seven hundred nineteen 98/100 zlotys).

In the previous year, the Ministry of Foreign Affairs carried out a public task of the same type entitled: "Public Diplomacy 2023", for which a total amount of PLN 3,610,000.00 (in words: three million six hundred and ten thousand zlotys 00/100) was allocated.

9. Additional information about the competition

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and necessary annexes available are set out in the Competition Regulations (together with two annexes: a sample subsidy agreement and guidelines for bidders), published in the Public Information Bulletin, on website of the Ministry of Foreign Affairs: www.gov.pl/dyplomacja and at the headquarters of the Ministry.
