Announcement of the competition "Providing own contributions for the implementation of development or humanitarian projects financed from sources other than the budget of the Republic of Poland 2024"

The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on public finances (Journal of Laws of 2023, item 1270), announces an open competition for offers under the name "Providing own contributions for the implementation of development or humanitarian projects financed from sources other than the budget of the Republic of Poland 2024"

1. Type of public task : Polish development and humanitarian aid

The aim of the competition is to select the best projects that are part of undertakings co-financed from sources other than the budget of the Republic of Poland, covering the implementation of development activities in the priority countries of "Polish aid" or humanitarian activities.

2. The amount of financial resources allocated for the implementation of the public task

The budget of the competition is PLN 1,000,000.00 (in words: one million zlotys).

3. Rules for awarding subsidies

The entities referred to in art. 127 sec. 1 item 1 letter a and e of the Act of 27 August 2009 on public finances, meeting the requirements specified in the Competition Rules, i.e. non-governmental organizations, in accordance with art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2023, item 571) and entities listed in art. 3 sec. 3 of this Act, as well as local government units, may apply for the grant. The list of entities is specified in detail in the Competition Rules in point 3.

4. Deadlines and conditions for the implementation of the public task

Implementation of the task may begin no earlier than 1 January 2024 and end no later than 31 December 2024.

The conditions for the implementation of the public task are specified in the Competition Regulations.

5. Information on the results of the implementation of the public task

Bidders are required to indicate in their offer the assumed results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Deadline and method of submitting offers

The offer must be submitted electronically by 30 October 2024, by 3:00 p.m. , in the manner described in the Competition Rules. Offers that arrive after the deadline will not be considered or subject to review.

7. The procedure and criteria used in making the selection and the deadline for making the selection of offers

The procedure and criteria used in the selection of offers are specified in the Competition Rules.

Information on entities that have been qualified for grants in the competition will be published by 15 November 2024 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the websites https://www.gov.pl/web/dyplomacja/ and https://www.gov.pl/web/polskapomoc .

8. Public tasks of the same type implemented by the Ministry of Foreign Affairs in the current and previous year and related costs

In the current year, the Ministry of Foreign Affairs is financing public tasks in the field of development aid – "Polish Development Assistance 2022" – modules III for 2024, for the implementation of which the amount of PLN 8,623,375.25 (in words: eight million six hundred twenty-three thousand three hundred seventy-five zlotys 25/100) was allocated and "Polish Development Assistance 2023" – modules II for 2024, for the implementation of which the amount of PLN 8,008,076.06 (in words: eight million eight thousand seventy-six zlotys 06/100) was allocated, in the field of humanitarian aid – "Humanitarian Aid 2023" – modules II for 2024, for the implementation of which the amount of PLN 1,198,399.00 (in words: one million one hundred ninety-eight thousand three hundred ninety-nine zlotys 00/100) was allocated
, "Polish Development Assistance 2022" – modules II for 2024, for the implementation of which the amount of PLN 1,198,399.00 (in words: one million one hundred ninety-eight thousand three hundred ninety-nine zlotys 00/100) was allocated, 2024” – module I for 2024, for the implementation of which the amount of PLN 44,890,183.91 (in words: forty-four million eight hundred ninety thousand one hundred eighty-three zlotys 91/100) was allocated.

In the previous year, the Ministry of Foreign Affairs financed public tasks in the field of development aid - "Polish Development Assistance 2023", for the implementation of which the amount of PLN 14,902,129.19 (in words: fourteen million nine hundred two thousand one hundred twenty-nine zlotys 19/100) was allocated, "Polish Development Assistance 2022" - modules II for 2023, for the implementation of which the amount of PLN 16,118,286.60 (in words: sixteen million one hundred eighteen thousand two hundred eighty-six zlotys 60/100) was allocated and "Polish Development Assistance 2021" - module III for 2023, for the implementation of which the amount of PLN 12,261,450.50 (in words: twelve million two hundred sixty-one thousand four hundred fifty zlotys 50/100) was allocated and in the field of humanitarian aid - "Aid "Humanitarian Aid 2023", for the implementation of which PLN 10,733,353.84 (in words: ten million seven hundred thirty-three thousand three hundred fifty-three zlotys 84/100) was allocated and "Humanitarian Aid 2022" - modules II for 2023, for the implementation of which PLN 4,487,216.00 (in words: four million four hundred eighty-seven thousand two hundred sixteen zlotys 00/100) was allocated.

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and necessary attachments available are specified in the Competition Regulations (together with two attachments: the grant agreement template and guidelines for bidders), published in the Public Information Bulletin, on the websites of the Ministry of Foreign Affairs: www.gov.pl/dyplomacja and https://www.gov.pl/web/polskapomoc and at the headquarters of the Ministry.
