Grant competition "Support for Polish communities in the area of activating civic attitudes". Invitation to submit offers in an open competition for the implementation of a public task

The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on public finances (Journal of Laws 2024, item 1530, as amended) and the Act of 24 April 2003 on public benefit activities and volunteering (Journal of Laws of 2024, item 1491, as amended), announces an open competition for offers "Support for Polish diaspora communities in the area of activation of civic attitudes".

The competition will select offers for the implementation of a public task aimed at supporting Polish communities in the area of activating civic attitudes and awareness in order to increase the activity of the Polish community in political, economic and social life in the country of residence and the integration of Polish communities.
Type of public task: Polonia and Poles Abroad

Amount of financial resources allocated for the implementation of public tasks:
PLN 1,700,000.00 (in words: one million seven hundred thousand zlotys ), in accordance with the assumptions presented in the Competition Rules.

Rules for awarding grants:
Entities referred to in art. 127 sec. 1 item 1 letter e in connection with art. 132 sec. 2 item 5 of the Act of 27 August 2009 on public finances, meeting the requirements specified in the Competition Rules, i.e. non-governmental organizations, in accordance with art. 3 sec. 2 of the Act of 24 April 2003 on public benefit activities and volunteering, and entities listed in art. 3 sec. 3 of this Act may apply for a subsidy.

Deadline and conditions for the implementation of public tasks:
Deadline for the implementation of the task in 2025: no earlier than 1 April 2025 and no later than 30 November 2025. The conditions for the implementation of the public task are specified in the Competition Rules.

Information on the results of the implementation of the public task:
Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

Deadline and place for submission of offers:
The offer should be prepared electronically in the Witkac offer generator.

The offer generated in the application must be printed, signed and delivered to the Ministry of Foreign Affairs in one of the following ways:

a) by post or courier to the following address:

with a note on the envelope:

or

b) submitted to the Register of Entries of the Ministry of Foreign Affairs, located at al. J. Ch. Szucha 21, entrance from ul. Litewska, between 8:30 a.m. and 4:00 p.m. with a break from 12:00 to 12:30 p.m. The Register of Entries is closed on Saturdays, Sundays and other public holidays, with the following note on the envelope:

or

c) send via ePUAP to the address /MSZ/SkrytkaESP, after signing the offer with a correct electronic signature via a trusted profile or using a qualified electronic signature.

An offer sent in one of the above-mentioned ways must be identical to the electronic version sent in the Witkac offer generator.

The deadline for submitting offers is 23 April 2025, 4:00 p.m.

The date of receipt of the bid by the Ministry of Foreign Affairs is decisive. Bids that arrive after the deadline will not be subject to evaluation.

The procedure and criteria used to select offers and the deadline for selecting offers:
The procedure and criteria used for selecting offers are specified in the Competition Rules. Information on entities that have been qualified for granting in the competition will be published in the Public Information Bulletin of the Ministry of Foreign Affairs, at the Ministry's headquarters and on the Ministry's website by 15 May 2025.

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and necessary attachments available are specified in the Competition Regulations, which are published in the Public Information Bulletin, on the website of the Ministry and at the headquarters of the Ministry.
