Raising the quality of early childhood education and care by strengthening governance, monitoring and evaluation

Objectives: The main aim of this UNICEF-supported project is to enhance the quality of early childhood education and care (ECEC) in Bulgaria by reinforcing governance, monitoring, and evaluation. The project focuses on supporting the reforms in Bulgaria's ECEC system to address existing challenges, such as disparities in access, lack of consistent regulation among service providers, and fragmented monitoring and evaluation systems. The project is expected to result in the development and adoption of a comprehensive monitoring and evaluation system for ECEC which will be piloted in select municipalities. This system will provide a toolkit for national and municipal authorities, and practitioners to monitor and evaluate ECEC quality, ultimately aiming for nationwide implementation. The project involves a collaborative effort among multiple stakeholders, including government ministries, educational institutions, and UNICEF.
