Announcement of the "Humanitarian Aid 2026" competition

The Minister of Foreign Affairs, acting under the Act of 27 August 2009 on Public Finances (Journal of Laws of 2025, items 1483, 1844, 1846), announces an open call for proposals entitled "Humanitarian Aid 2026".

Type of public task – humanitarian aid
The aim of the competition is to select the best offers with proposals for public tasks (projects) covering the implementation of humanitarian activities in the following countries and areas:

Lebanon, excluding the border zone with Israel (up to 15 km from the border);
Palestine (Gaza Strip, West Bank and East Jerusalem);
Syria, excluding the provinces of Suwayda, Quneitra, Daraa, Latakia, Tartus, Homs, Dei Az Zor, Aleppo, and the areas east of the Euphrates;
Ukraine, excluding operations in the Luhansk, Donetsk, Zaporizhzhia and Kherson regions – where fighting is being carried out against Russia, and in the occupied territory of the Crimean peninsula.
2. The amount of financial resources allocated for the implementation of the public task

The competition budget is PLN 15,000,000.00 (in words: fifteen million zlotys).

3. Rules for awarding subsidies

Grants may be awarded to entities referred to in art. 127 sec. 1 item 1 letter a) and e) of the Act of 27 August 2009 on Public Finances that meet the requirements specified in the Competition Rules, i.e. non-governmental organizations, in accordance with art. 3 sec. 2 of the Act of 24 April 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2025, item 1338), and entities listed in art. 3 sec. 3 of this Act, as well as public universities, research institutes, the Polish Academy of Sciences and its scientific and organizational units. The list of entities is specified in detail in the Competition Rules in point 3.

4. Deadlines and conditions for the implementation of the public task

The implementation of the task may begin no earlier than January 1, 2026 and end no later than December 31, 2026.

The conditions for the implementation of public tasks are specified in the Competition Rules.

5. Information on the results of the implementation of the public task

Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Deadline and method of submitting offers

Bids must be submitted electronically by 4:00 PM on March 18, 2026, in the manner described in the Competition Rules. Bids received after the deadline will not be considered or reviewed.

7. The procedure and criteria used in the selection process and the deadline for selecting offers

The procedure and criteria used for selecting offers are specified in the Competition Rules.

Information on entities that have been qualified for grants in the competition will be published by 8 May 2026 in the Public Information Bulletin of the Ministry of Foreign Affairs, at the headquarters of the Ministry of Foreign Affairs and on the websites https://www.gov.pl/web/dyplomacja/ and https://www.gov.pl/web/polskapomoc .

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs

This year, the Minister of Foreign Affairs did not hold an open call for proposals for humanitarian actions. Last year (2025), the Minister of Foreign Affairs held open calls for proposals for the following tasks:

“Humanitarian aid 2025 for the countries of the Middle East” – a public task for the implementation of which PLN 8,713,934.07 (in words: eight million seven hundred thirteen thousand nine hundred thirty-four zlotys 07/100) was allocated;
“Ensuring own contributions for the implementation of humanitarian projects financed from sources other than the budget of the Republic of Poland 2025” – a public task for the implementation of which PLN 691,843.86 (in words: six hundred ninety-one thousand eight hundred forty-three zlotys 86/100) was allocated.
9. Important information about the competition

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity entering the competition and the method of making the offer template and the necessary attachments available are specified in the Competition Regulations (together with attachments: the grant agreement template and guidelines for bidders), which will be published in the Public Information Bulletin on the website of the Ministry of Foreign Affairs:

The primary goal of Poland’s development cooperation is to create conditions for sustainable development for developing countries, mainly through the promotion and consolidation of democracy, observation of human rights and support for the creation of modern and efficient state institutions, support for long-term social and economic development, actions aiming at poverty reduction, improvement of population’s health conditions and the increase of the education and professional qualifications level.

Polish development cooperation is implemented through programmes and projects, addressed to specific groups of beneficiaries (bilateral assistance), as well as member fees and voluntary contributions to international institutions, funds and organisations (multilateral assistance). A substantial part of the funds is directed at priority countries of the Polish development aid programme in cooperation with Polish nongovernmental organisations, public financial sector units, Polish Academy of Sciences and universities. Polish aid projects are also carried out in cooperation with Polish representations and diplomatic missions.
