Polish Development Aid 2021

The Minister of Foreign Affairs, acting on the basis of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2021, item 305, as amended), announces an open tender competition entitled "Polish Development Aid 2021"
1. Type of public task - Polish development aid
The aim of the competition is to select the best offers with proposals for public tasks (projects), covering the implementation of development activities in accordance with the assumptions of the Development Cooperation Plan for 2021.
2. The amount of financial resources allocated to the implementation of a public task
The budget of the competition is PLN 28,000,000.00 (in words: twenty-eight million zlotys).
3. Principles of granting subsidies
The entities referred to in Art. 127 sec. 1 point 1 lit. e of the Act of 27 August 2009 on public finance, meeting the requirements set out in the Rules and Regulations of the competition, i.e. non-governmental organizations, in accordance with Art. 3 sec. 2 of the Act of April 24, 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2020, item 1057, as amended) and entities listed in art. 3 sec. 3 of this act. The catalog of entities is specified in detail in the Competition Regulations in points 2 and 3.
4. Dates and conditions for the implementation of the public task
The implementation of the task may begin no earlier than March 23, 2021 and end no later than December 31, 2021.
In the case of module II and III of module offers, tasks can be started no earlier than January 1, 2022 and January 1, 2023, respectively, and should be completed no later than December 31, 2022 and December 31, 2023, respectively.
The conditions for the implementation of public tasks are specified in the Competition Regulations.
5. Information on the results of the implementation of a public task
Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.
6. The date and manner of submitting offers
The offer should be submitted in electronic form, by May 7, 2021, 23:59, as follows:
register in the web application at https://egranty.msz.gov.pl/ (hereinafter "eGranty"). After registering and activating the account, the bidder will receive access data (login, password) allowing to log in to the application;
fill in (after activating the account and logging in) the offer application in the eGranty web application ”and then
send the offer generated in the application in .pdf format via ePUAP to the address / MSZ / SkrytkaESP, affixing the offer with a valid electronic signature via a trusted profile or a qualified electronic signature.
Late bids will not be assessed.
7. The procedure and criteria used in making the selection and the deadline for selecting the offers
The procedure and criteria used to select offers are specified in the Competition Regulations. Information on the entities that have been qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry of Foreign Affairs, at the seat of the Ministry of Foreign Affairs and on the websites https://www.gov.pl/web/dy Diplomacy / and on the website https://www.gov.pl/web/polskapomoc by July 7, 2021.
8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs
This year, the Ministry of Foreign Affairs financed public tasks in the field of development aid, for the implementation of which the following amounts were allocated:

In the previous year, the Ministry of Foreign Affairs financed public tasks in the field of development aid, for the implementation of which the following amounts were allocated:
1) "Polish humanitarian and development aid in response to the COVID-19 pandemic" - PLN 6,738,587.38 (in words: six million seven hundred and thirty-eight thousand five hundred and eighty-seven zlotys 38/100);
2) "Polish Development Assistance 2019" - module II for 2020 - PLN 16,095,414.50 (in words: sixteen million ninety-five thousand four hundred and fourteen zlotys 50/100);
3) "Polish Development Assistance 2018" - module III for 2020 - PLN 3,354,984.00 (in words: three million three hundred fifty four thousand nine hundred eighty four zlotys 00/100);
9. Additional information about the competition
The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition and the method of providing the offer template and the necessary attachments are specified in the Competition Regulations (along with two attachments: the model grant agreement and guidelines for bidders), included in the Public Information Bulletin, on the websites of the Ministry of Foreign Affairs: www.gov.pl/dyawodacja and https://www.gov.pl/web/polskapomoc, and at the seat of the Ministry.

Poland is involved in development cooperation for the benefit of developing countries. As a United Nations, European Union and OECD member, Poland is under a number of political obligations to increase its activity on the international arena for the reduction of poverty.
Our involvement is motivated by international solidarity. The world heading in the direction of equalising development chances, observation of human rights, good governance, environmental protection and sustainable development is a world safer, more stable and population-friendly.
Polish activities in the scope of development cooperation also support the country’s foreign policy, strengthen European development policy and fulfil Poland’s international obligations under the Millennium Development Goals.
Apart from development cooperation, Poland actively supports granting aid, care and security to people who suffered from consequences of armed conflicts, natural disasters, or other humanitarian crises, natural or man-made. Poland also undertakes educational initiatives in order to promote awareness and understanding of global issues among its citizens.
The primary goal of Poland’s development cooperation is to create conditions for sustainable development for developing countries, mainly through the promotion and consolidation of democracy, observation of human rights and support for the creation of modern and efficient state institutions, support for long-term social and economic development, actions aiming at poverty reduction, improvement of population’s health conditions and the increase of the education and professional qualifications level.
Polish development cooperation is implemented through programmes and projects, addressed to specific groups of beneficiaries (bilateral assistance), as well as member fees and voluntary contributions to international institutions, funds and organisations (multilateral assistance). A substantial part of the funds is directed at priority countries of the Polish development aid programme in cooperation with Polish nongovernmental organisations, public financial sector units, Polish Academy of Sciences and universities. Polish aid projects are also carried out in cooperation with Polish representations and diplomatic missions.
Covers formal and informal education, training, and capacity-building activities that develop knowledge, skills, and institutional capabilities across all age groups.
Involves the production, transformation, transportation, and distribution of energy from renewable and non-renewable sources.
