Competition for the implementation of the public task "Polish Development Aid 2019"

The Minister of Foreign Affairs, acting on the basis of the Act of On August 27, 2009 on public finance (Journal of Laws of 2017, item 2077, as amended), announces an open competition for offers "Polish Development Assistance 2019".

1. Type of public task: development aid.

The aim of the competition will be to select the best offers with proposals for public tasks, including the implementation of development activities, in accordance with the assumptions of the "Development Cooperation Plan for 2019", in relation to the countries, priorities and results of activities covered by the above-mentioned document.

2. The amount of financial resources allocated to the implementation of public tasks:

PLN 22,100,000 (in words: twenty two million one hundred thousand zlotys).

3. Principles of granting subsidies:

The entities referred to in Art. 127 sec. 1 point 1 lit. a, b, that the Act of 27 August 2009 on public finance, meeting the requirements set out in the Regulations of the competition, ie non-governmental organizations, in accordance with art. 3 sec. 2 of the Act of April 24, 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2018, item 450, as amended), including non-public universities, chambers of commerce and agricultural chambers and entities listed in art. . 3 sec. 3 of this Act, public universities, research institutes, the Polish Academy of Sciences and its scientific and organizational units as well as local government units.

4. The deadline and conditions for the implementation of public tasks:

Tasks should be completed not earlier than January 1, 2019 and not later than December 31, 2019.

In the case of module II of modular offers, the tasks should be completed not earlier than from January 1, 2020 and not later than December 31, 2020.

The conditions for the implementation of public tasks are specified in the Competition Regulations.

5. Information on the results of the implementation of the public task:

Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Date, method and place for submitting offers:

1) To take part in the competition:

register on the website https://portal.polskapomoc.gov.pl . After registering and activating the account, the bidder will receive access data (login, password) allowing to log in to the application. This does not apply to tenderers who already have accounts. Registration of another account will not be accepted,
after activating the account, log in to the application in order to gain access to the offer form,
fill in the on-line offer form and send it along with the required attachments via the Internet link to the database of the Ministry of Foreign Affairs,
print, sign and deliver the offer in one copy by post, courier or in person to the Ministry of Foreign Affairs Journal.
NOTE: Entities wishing to take part in the competition must REGISTER ON-LINE at least 14 days before the deadline for submitting offers.

2) A properly prepared and completed offer in 1 copy should be sent to the following address:

with a note on the envelope:

"Competition - Polish Development Aid 2019" indicating the name of the country for which the offer is submitted, the name of the tenderer and the offer number generated from the application https://portal.polskapomoc.gov.pl

or submit it to the Registry Journal of the Ministry of Foreign Affairs, al. J. Ch. Szucha 21, entrance from ul. Litewska, by January 9, 2019 , by 16.15.

The Registration Journal is open Monday through Friday from 8:15 am to 4:15 pm. The Registry Journal is closed on Saturdays, Sundays and other public holidays.

Bids received after the deadline will be subject to the opinion of the Commission. The date of receipt of the offer at the seat of the Ministry of Foreign Affairs is decisive.

7. The procedure and criteria used when selecting offers and the deadline for selecting offers:

The procedure and criteria used to select offers are specified in the Competition Regulations.

Information on the entities qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry of Foreign Affairs, at the seat of the Ministry of Foreign Affairs and on the website of the Ministry of Foreign Affairs: www.msz.gov.pl, www.polskapomoc.gov .pl, by March 25, 2019.

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and in the previous year and related costs:

This year, the Ministry of Foreign Affairs financed public tasks in the field of development aid, for the implementation of which the following amounts were allocated:

1) "Polish development aid 2018" - PLN 18,338,716.70 (in words: eighteen million three hundred thirty-eight thousand seven hundred and sixteen zlotys 70/100);

2) "Polish development aid 2017" - module II for 2018 - PLN 11,575,529.68 (in words: eleven million five hundred seventy five thousand five hundred and twenty-nine zlotys 68/100.

In the previous year, the Ministry of Foreign Affairs financed public tasks in the field of development aid, for the implementation of which the following amounts were allocated:

3) "Polish development aid 2017" - PLN 19,381,636.26 (in words: nineteen million three hundred eighty-one thousand six hundred and thirty-six zlotys 26/100);

4) "Polish development aid 2016" - module II for 2017 - PLN 5,661,527.00 (in words: five million six hundred sixty-one thousand five hundred and twenty-seven zlotys 00/100.

9. Additional information about the competition:

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition, and the method of providing the offer template and the necessary attachments are specified in the Competition Regulations, which are included in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs: www.msz.gov. pl, www.polskapomoc.gov.pl and at the seat of the Ministry.

About the Funding Agency

Poland is involved in development cooperation for the benefit of developing countries. As a United Nations, European Union and OECD member, Poland is under a number of political obligations to increase its activity on the international arena for the reduction of poverty.

Our involvement is motivated by international solidarity. The world heading in the direction of equalising development chances, observation of human rights, good governance, environmental protection and sustainable development is a world safer, more stable and population-friendly.

Polish activities in the scope of development cooperation also support the country’s foreign policy, strengthen European development policy and fulfil Poland’s international obligations under the Millennium Development Goals.

Apart from development cooperation, Poland actively supports granting aid, care and security to people who suffered from consequences of armed conflicts, natural disasters, or other humanitarian crises, natural or man-made. Poland also undertakes educational initiatives in order to promote awareness and understanding of global issues among its citizens.

The primary goal of Poland’s development cooperation is to create conditions for sustainable development for developing countries, mainly through the promotion and consolidation of democracy, observation of human rights and support for the creation of modern and efficient state institutions, support for long-term social and economic development, actions aiming at poverty reduction, improvement of population’s health conditions and the increase of the education and professional qualifications level.

Polish development cooperation is implemented through programmes and projects, addressed to specific groups of beneficiaries (bilateral assistance), as well as member fees and voluntary contributions to international institutions, funds and organisations (multilateral assistance). A substantial part of the funds is directed at priority countries of the Polish development aid programme in cooperation with Polish nongovernmental organisations, public financial sector units, Polish Academy of Sciences and universities. Polish aid projects are also carried out in cooperation with Polish representations and diplomatic missions.
