The Minister of Foreign Affairs announces an open competition for offers: Polish humanitarian and development aid in response to the COVID-19 pandemic "

The Minister of Foreign Affairs, acting on the basis of the Act of 27 August 2009 on Public Finance (Journal of Laws of 2019, item 869, as amended) announces an open competition of offers: "Polish humanitarian and development aid in response to the pandemic COVID-19 "

 1. Type of public task: humanitarian and development aid.

The aim of the competition is to select the best offers with proposals of public tasks (projects), covering the implementation of humanitarian or development activities in accordance with the assumptions of the "Development cooperation plan for 2020".

2. The amount of financial resources allocated to the implementation of public tasks:

PLN 8,000,000.00 (in words: eight million zlotys).

3. Principles of granting subsidies:

The entities referred to in Art. 127 sec. 1 point 1 lit. e of the Act of 27 August 2009 on public finance, meeting the requirements set out in the Regulations of the competition, i.e. non-governmental organizations, in accordance with Art. 3 sec. 2 of the Act of April 24, 2003 on Public Benefit and Volunteer Work (Journal of Laws of 2019, item 688, as amended) and entities listed in art. 3 sec. 3 of this act. The catalog of entities is specified in point 3.1. Rules of the competition.

4. The deadline and conditions for the implementation of public tasks:

The implementation of the task may begin no earlier than the date of announcement of the competition results and end no later than December 31, 2020. The conditions for the implementation of public tasks are specified in the Competition Regulations.

5. Information on the results of the implementation of the public task:

Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Date, method and place for submitting offers:

The offer on paper with all the attachments referred to in point 5.10 of the Rules and Regulations of the competition in one copy should be sent by 9 July 2020, 16:15:

Litewska, the Registry Office is open from Monday to Friday from 8:15 a.m. to 4:15 p.m. The Journal of Application is closed on Saturdays, Sundays and other public holidays with a note on the envelope:
"Competition - Polish humanitarian and development aid in response to the COVID-19 pandemic" with the name of the country for which the offer is submitted and the name of the tenderer.

The offer in a .doc file with attachments in .xls files (budget and schedule) should be sent to the above-mentioned deadline for submission of tenders to the following address: konkursy.polskapomoc@msz.gov.pl . The subject of the e-mail should include: "offer for the competition Polish humanitarian and development aid in response to the COVID-19 pandemic (together with the name of the bidder)". The maximum size for a sent message with all attachments cannot exceed 20 MB. Larger files must be compressed.

 7. The procedure and criteria used when selecting offers and the deadline for selecting offers:

The procedure and criteria used to select offers are specified in the Competition Regulations.

Information on the entities that have been qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry of Foreign Affairs, at the seat of the Ministry of Foreign Affairs and on the websites of the Ministry of Foreign Affairs and Polskapomoc.gov.pl , by August 12, 2020. .

 8. Public tasks of the same type implemented by the Ministry of Foreign Affairs in the current and in the previous year and related costs:

This year, the Ministry of Foreign Affairs financed public tasks in the field of development aid and humanitarian aid, for which the following amounts were allocated:

1) "Polish Development Aid 2019" - module II for 2020 - PLN 16,095,414.50 (in words: sixteen million ninety-five thousand four hundred and fourteen zlotys 50/100);
2) "Polish Development Assistance 2018" - module III for 2020 - PLN 3,354,984.00 (in words: three million three hundred fifty four thousand nine hundred eighty four zlotys 00/100);
3) "Humanitarian aid in the Middle East 2019" - module II for 2020 - PLN 7,167,277.00 (in words: seven million one hundred sixty seven thousand two hundred and seventy seven zlotys 00/100).

 In the previous year, the Ministry of Foreign Affairs financed public tasks in the field of development and humanitarian aid, for the implementation of which the following amounts were allocated:

1) "Polish development aid 2019" - PLN 18,581,703.50 (in words: eighteen million five hundred eighty-one thousand seven hundred and three zlotys 50/100);
2) "Polish Development Assistance 2018" - module II for 2019 - PLN 8,226,355.86 (in words: eight million two hundred and twenty-six thousand three hundred and fifty-five zlotys 86/100);
3) "Polish development aid 2017" - module III for 2019 - PLN 4,536,517.20 (in words: four million five hundred thirty six thousand five hundred and seventeen zlotys 20/100);
4) "Humanitarian aid in the Middle East 2019" - PLN 5,999,002.00 (say: five million nine hundred ninety-nine thousand two zlotys 00/100);
5) "Humanitarian aid in the Middle East 2018" - module II for 2019 - PLN 5 704 620.00 (in words: five million seven hundred four thousand six hundred and twenty zlotys 00/100);
6) "Provision of own contributions for Polish NGOs 2019" - PLN 544,049.86 (say: five hundred and forty-four thousand and forty-nine zlotys 86/100);
7) "Integrated actions in the health and water-sanitary sector to improve health and water-sanitary conditions for vulnerable people in the province of Aden (Al Burequh and Al Manusurah districts) - PLN 1,000,000.00 (in words: one million zlotys 00 / 100).

 9. Additional information about the competition:

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition and the method of making the offer template and necessary attachments available are specified in the Competition Regulations, which are included in the Public Information Bulletin, on the website of the Ministry of Foreign Affairs: www.gov.pl/dy Diplacja , www.polskapomoc.gov.pl and at the seat of the Ministry.

 In order to maintain the format of the offer, it is recommended to prepare it in software not older than Office 2010.
