2.      The amount of financial resources allocated to the implementation of public tasks:

3.       Principles of granting subsidies:

         The following entities may apply for a subsidy:

• entities referred to in art. 127 section 1 point 1 lit. e) the Act of 27 August 2009
  on Public Finance (Journal of Laws of 2019, item 869, as amended),
• private universities,
• local government units within the meaning of:
  • the Act of March 8, 1990 on the commune self-government (Journal of Laws of 2019, item 506);
  • the act of 5 June 1998 on poviat self-government (Journal of Laws of 2019, item 511);
  • the Act of 5 June 1998 on voivodeship self-government (Journal of Laws of 2019, item 512).
• public universities within the meaning of the Act of 20 July 2018 Law on Higher Education and Science (Journal of Laws of 2018, item 1668, as amended).

Public higher education institutions may apply for grants under Component
II and III, in accordance with § 3 para. 4 of the competition rules.

4. The deadline and conditions for the implementation of public tasks:

The conditions for the performance of the public task are specified in the competition regulations.

5. Information on the results of the implementation of the public task:

Bidders are required to indicate in the offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

6. Date and place of submission of tenders:

A correctly prepared and completed offer should be sent to the following address:

with a note on the envelope:

"Public Diplomacy 2020", component (indicate component number)

• or submit it to the Registry Journal of the Ministry of Foreign Affairs, al. J. Ch. Szucha 21, entrance from ul. Litewska between 8.15am and 4.15pm.
• or via "ePUAP" to the address / MSZ / Skrytka or / MSZ / SkrytkaESP

The deadline for submitting offers expires on 31.01.2020 at 16.15.

The date of receipt of the offer by the Ministry of Foreign Affairs is decisive.

Bids received after the deadline will not be evaluated.

7. The procedure and criteria used when selecting offers and the deadline for selecting offers:

The procedure and criteria used to select offers are specified in the competition regulations.

Information on the entities that have been qualified for grants in the competition will be published in the Public Information Bulletin of the Ministry, at the seat of the Ministry and on the website of the Ministry by April 24, 2020.

8. Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and in the previous year and related costs:

This year, the Ministry of Foreign Affairs has financed a public task of the same type:

• "Public Diplomacy 2019" for the implementation of which a total of PLN 4,880,902 was allocated (say: four million eight hundred eighty thousand nine hundred and two zlotys).

In the previous year, the Ministry of Foreign Affairs financed a public task of the same type:

• "Cooperation in the field of public diplomacy 2018", for the implementation of which a total of PLN 4 751 517 (in words: four million seven hundred fifty one thousand five hundred seventeen zlotys);
• "Support for the local government and civic dimension of Polish foreign policy in 2018", for the implementation of which a total of PLN 1,686,685 was allocated (in words: one million six hundred eighty six thousand six hundred eighty five zlotys).

9. Additional information about the competition:

The detailed scope of the competition, the method of preparing the offer, the conditions to be met by the entity joining the competition, the method of providing the offer template and the necessary attachments are specified in the Competition Regulations, which are published in the Public Information Bulletin, on the Ministry's website and at the Ministry's premises.
